About this opportunity
Workforce Solutions Rural Capital Area (WSRCA) is requesting proposals for independent Financial and Fiscal Monitoring Services across the nine-county Rural Capital Area in Texas under RFP 320-15-2601, with proposals due July 11, 2026.
The scope is comprehensive financial and fiscal monitoring reviews and fiscal integrity reviews of WSRCA, its sub-recipients (Workforce and Childcare Operators), and contractors. The selected contractor will assess financial management practices, systems, internal controls, fiscal operations, and compliance with applicable requirements; identify areas of risk, non-compliance, weakness, or needed corrective action; and provide findings and recommendations to support corrective action planning. Expertise in workforce program compliance, childcare operations oversight, and publicly funded program financial management standards is required.
The contract term is one year beginning August 1, 2026 and ending July 31, 2027, with options to renew annually for up to four additional one-year periods, not to exceed five consecutive years total. Renewals are contingent upon contractor performance, compliance, and fund availability.
Proposals are evaluated on four equally weighted criteria at 25 points each: Demonstrated Experience, Demonstrated Capability/Capacity, Design and Approach, and Budget Cost Reasonableness. Proposers must submit organizational history and experience, financial and fiscal monitoring experience including workforce board monitoring, current monitoring workload, staffing and technology capacity, monitoring plan and timeline, and detailed budget with hourly rates for assigned staff, detailed costs supporting the plan, travel costs at Texas Comptroller-approved rates, and proposed pricing for years 2–4 with clearly identified inflationary factors. All pricing must be firm for respective contract years; anticipated annual cost increases or renewal-period adjustments must be included in the original proposal. Proposals require two business references attesting to financial and fiscal monitoring services and multiple certifications including lobbying, debarment, drug-free workplace, Texas corporate franchise tax, conflict of interest, state assessments, child support compliance, non-discrimination, undocumented worker employment, and sales and use tax status.
Proposals are submitted through the WSRCA Bonfire Portal at https://workforcesolutionsrca.bonfirehub.com/. Nellie Reyes, Director of Procurement & Contract Administration, is the point of contact.
