This is a Request for Proposal (RFP) issued by the Rural Capital Area Workforce Board (WSRCA) in Texas for Financial and Fiscal Monitoring Services across a nine-county region. The RFP seeks qualified organizations or firms to conduct independent financial and fiscal monitoring reviews, as well as fiscal integrity reviews of the Board, its sub-recipients (workforce and childcare operators), and contractors. The selected contractor will be responsible for assessing financial management practices and systems, internal controls, fiscal operations, and compliance with applicable requirements, while identifying areas of risk, non-compliance, weakness, or needed corrective action to ensure fiscal accountability, transparency, and program integrity. The scope of work encompasses comprehensive monitoring of financial and operational practices to support effective governance and stewardship of public funds.
The RFP document establishes specific requirements and evaluation criteria for potential contractors to demonstrate their experience, qualifications, and capacity to deliver high-quality monitoring services. Interested organizations must submit proposals that address the technical approach, staffing plan, relevant experience, and pricing structure for conducting the financial and fiscal monitoring reviews. The contract will require the selected contractor to maintain independence in conducting reviews, coordinate with multiple stakeholder organizations across the nine-county Rural Capital Area, and provide detailed findings and recommendations to support corrective action planning and implementation. Successful contractors should possess expertise in workforce program compliance, childcare operations oversight, and financial management standards applicable to publicly funded programs.
