About this opportunity

This is an Invitation for Bids (IFB) issued jointly by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration and the Michigan Department of Natural Resources for construction and renovation services at the Escanaba Wildlife Workshop facility located at 6833 U.S. Highway 2, 41 and M-35 in Gladstone, Michigan. The scope of work encompasses comprehensive facility upgrades including installation of a new propane radiant heating system with gas-fired infrared heaters, electrical infrastructure upgrades featuring a 200-amp service entrance with new receptacles and lighting, domestic water supply connections from the existing on-site well system to an exterior frost-proof hose bibb, building insulation improvements, insulated garage doors with remote-control openers rated for 12'x12' doors, interior metal paneling, and miscellaneous mechanical and electrical components. Key deliverables include a fully operational, code-compliant workshop facility with enhanced environmental controls, and contractors must comply with the 2015 Michigan Mechanical Code, Michigan Plumbing Code, and 2014 National Electrical Code, as well as Michigan Occupational Safety and Health Act requirements and prevailing wage standards for Delta County trades ranging from $19.94 to $72.32 per hour depending on classification. Bids are due electronically through the SIGMA VSS website by April 25, 2018 at 2:00 p.m. local time, with a mandatory pre-bid walk-through and site examination scheduled for April 9, 2018 at 11:30 a.m. local time; prospective bidders may submit questions until April 12, 2018 at 3:00 p.m. Eastern Time. All bids must include a five percent bid guarantee in the form of a certified check, cashier's check, or bid bond, and bids exceeding $50,000 require both Performance and Payment Bonds upon contract award. The contract duration is 90 calendar days from Notice-to-Proceed, with liquidated damages assessed at $200 per calendar day for delays beyond substantial completion.

Qualified Disabled Veteran (QDV) businesses receive a ten percent preference in bid evaluation, and all contractors must certify their status as either a Qualified Disabled Veteran or Michigan-Based Business at the time of bid submission. No specific set-asides or restrictions limiting competition to disadvantaged enterprises are noted in the procurement documents. No incumbent vendors or current contractors are identified in the available documentation. The contract includes a $5,000 cash allowance for owner-directed materials and a $3,000 electrical power company allowance incorporated into the lump sum bid price; however, no specific overall budget range or award value is disclosed in the procurement materials. Contractors must secure all required construction permits and comply with nondiscrimination requirements, and the State of Michigan reserves the right to reject any or all bids and award the contract to the responsive and responsible best-value bidder. Builders Risk Insurance is the responsibility of the contractor and is not provided by the State of Michigan.
