The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design & Construction Division, on behalf of the Department of Corrections, is issuing a Design-Build Request for Proposals (RFP) for propane blender system upgrades at the Macomb Correctional Facility located at 34625 26 Mile Road, Lenox Township, Michigan. The procurement seeks qualified contractors to design and install a complete propane system upgrade to restore the existing propane plant to full operational status. The scope of work includes design and installation of a new propane air Venturi mixing system capable of supplying 30 million BTU per hour at 8 pounds of pressure, propane flow pumps with bypass valves connected to the existing tank, a propane water bath vaporization unit rated at 30 million BTU per hour at -20 degrees Fahrenheit and 200 PSIG, and all associated gas piping and electrical connections with modified or replaced grounding as required by code. All work must comply with applicable federal codes administered by the EPA, OSHA, and DOT, as well as state regulations from the Michigan Department of Consumer & Industry Services, Department of Environmental Quality, Department of Natural Resources, and MIOSHA. Bidders must obtain all necessary permits and approvals from the State of Michigan Bureau of Construction Codes and Bureau of Fire Services. A mandatory pre-bid conference and site inspection was held on June 20, 2019, at 10:00 a.m., with questions accepted until June 24, 2019, at noon EST. Sealed bids were due electronically through the SIGMA VSS website by July 3, 2019, at 2:00 p.m. EST, with contract completion required within 120 calendar days from the notice to proceed and liquidated damages assessed at $300 per calendar day for delays beyond substantial completion.

A Qualified Disabled Veteran (QDV) business preference of 10 percent applies to eligible bidders. Michigan-based business certification is required for bids exceeding $100,000, and all contractors must comply with prevailing wage requirements for Macomb County. The bidding structure utilizes a Not-To-Exceed format with compensation categories for Design Services, Construction Trade Labor and Subcontractors, General Conditions, Management, and an Overhead and Profit percentage applied to actual costs, with a provisionary allowance of $40,000 included for water bath vaporizer and mixer unit replacement. Performance and payment bonds are required for all contracts exceeding $50,000, with bid security of five percent of the base bid price required from all bidders. Contract award will be made to the responsive and responsible best value bidder among the three lowest responsive and responsible bidders, with evaluation based on price and qualitative factors including technical approach, personnel quality, and management plans. For contracts exceeding $250,000, bidders must submit comprehensive bid submittals including business organization and team composition, project understanding, work plans and schedules, key personnel information, and hourly billing rate schedules for staff performing design and general conditions work.
