About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet on behalf of the Justice and Public Safety Cabinet is requesting bids for polyester fiber cores and pillow batting to support Kentucky Correctional Industries' mattress manufacturing operations under a Master Agreement, with bids due October 21, 2026 at 1:30 p.m. EST. Kentucky Correctional Industries receives a 20% preference on maximum evaluation points; qualified bidders including Kentucky Industries for the Blind and certain nonprofit agencies for individuals with severe disabilities receive a 15% preference; and reciprocal preference applies to Kentucky resident bidders as defined in KRS 45A.494.

The scope comprises eight fiber core sizes (25x75x5, 25x80x5, 25x75x4, 25x80x4, 27x75x4, 27x80x5, 25x75x6, and 38x74x5 inches) and two pillow batt configurations (20x26x30 and 20x26x20), all specified as Cumulplush 12.5 osf or approved equivalent with 100% polyester fiber, white color, and clear plastic packaging. All products must independently pass California flammability requirements TB 117, 121, 129, and 133. Historical annual volumes are approximately 4,000 mattress cores and 4,414 pillow batts with delivery frequency of 8–11 orders annually and minimum order quantities of 2,000 lbs (approximately 200 mattress cores) and 720 pillow batts. Delivery is required Monday through Friday between 7:45 a.m. and 2:00 p.m. at Eastern Kentucky Correctional Complex in West Liberty. Shipping is included in quoted unit prices on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise tax and Kentucky sales or use tax.

The contract is a Master Agreement with an initial one-year term renewable for four additional two-year periods with written approval of all parties. Award uses best value ranking with 95 points for price (lowest bidder receives maximum points, subsequent bidders scored proportionally) and 5 points for delivery time; late deliveries incur a 1% daily penalty. Prices must remain firm for the first twelve months; subsequent increases require written justification based on industry-wide changes with thirty days' notice. Bidders must submit all nine line items electronically through the Commonwealth's eProcurement system, register in the Vendor Self Service System, and provide proof of commercial general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate) and automobile liability insurance ($1,000,000 combined single limit if contractor performs delivery). Vendors' written questions were due September 28, 2026; Commonwealth responses were posted October 9, 2026.
