About this file
This is an addendum document issued by the Commonwealth of Kentucky (Buyer: Tierra Johnson) clarifying vendor questions and modifying terms for a Master Agreement solicitation for fiber cores used in mattress production. The solicitation requests both mattress cores and pillow batts, with historical annual purchase volumes of approximately 4,000 mattress cores and 4,414 pillow batts. The mattress cores are specified as Cumulplush 12.5 osf (ounces per square foot) or approved equivalent, with acceptable weight tolerance of ±5% of target weight (12.00-13.00 lbs) and 5-inch thickness (±1/4"). Pillow batts are specified as 20x26x30, where the third dimension indicates weight in ounces. Delivery frequency has varied between 8-11 orders annually, with minimum order quantities of 2,000 lbs (approximately 200 mattress cores) and 720 pillow batts. The original bid close date was extended from October 9 to October 21 at 1:30 PM EST to accommodate vendor convenience. This is a Master Agreement request, not a one-time purchase, with delivery time commencing upon receipt of each delivery order.
Vendors must enter unit prices for each commodity line, with evaluation based on an accumulative total across all line items. The Commonwealth clarified that all quantities listed in the solicitation are estimates and not guaranteed purchases. The mattress cores must independently pass California flame-retardant requirements (TB 117, 121, 129, and 133), with equivalent current test reports acceptable as documentation. Shipping is included in the quoted unit prices for both mattress cores and pillow batts. There is no maximum quantity limit per order, and vendors are advised that this Master Agreement structure allows for variable ordering based on actual Commonwealth needs rather than fixed purchase commitments.

BIDDER SHALL CONFORM TO THE FOLLOWING CHANGES AS SAME SHALL
BECOME BINDING UPON THE CONTRACT TO BE ISSUED IN RESPONSE TO THIS
SOLICITATION.
Reason for change: To answer potential vendor questions.
Vendor Questions Commonwealth Response
In the last twelve months what has been minimum and maximum order amounts?
Minimum order for mattress cores has been 200 with max. of 500 (Total Qty for 12 months = 4,000) Minimum & Maximum order for pillow batts has been 720, (Total Qty. for 12 months = 4,414)
Line item 9 is labeled “Pillow Batts 20 x 26,” while Attachment A lists 20 x 26 x 30 and 20 x 26 x 20. What does the third number indicate (for example, weight or case count)? Are both variants required?
If so, how should we price both under the single line item?
The third number indicates the weight of the pillow batt in ounces. We currently only use the 20x26x30 variant and it should be priced as a single line item, with shipping included in the price.
Each line item displays a quantity of
0.00000. Can the Commonwealth provide
historical annual purchases by size and the approximate frequency and minimum/typical size of delivery orders?
How will price be aggregated for the 95-point price evaluation if the entered quantities are zero?
Minimum order for mattress cores has been 200 with max. of 500 (Total Qty for 12 months = 4,000) Minimum & Maximum order for pillow batts has been 720, (Total Qty. for 12 months = 4,414) Please note in accordance with Section 19 in Attachment A Terms & Conditions- any and all quantities mentioned in this solicitation are purely estimates, and are not to be implied nor inferred as being guarantees.
Frequency of Delivery Orders is as follows: 2026-8 Delivery Orders, 2025-9 Delivery Orders, 2024-11 Delivery Orders.
Vendors should enter in unit price for each commodity line. The evaluation shall be an Accumulative Total for all commodity lines bid.
This is a request for a Master Agreement not a one time purchase.
The line-item descriptions reference “Cumuplush 12.5osf or approved equivalent.” Does 12.5 osf specify the required basis weight for every mattress core? Please provide the target weight or accepted range for each size, including the varying thicknesses.
The 12.5osf is the weight of the core per square foot represented by the letters osf, this is the required basis for every mattress core.
Acceptable weight ± 5% of target weight 12.00lbs - 13.00lbs Thickness is 5 inches ± 1/4" Length is ± 1/2"
For the listed California TB 117, 121, 129, and 133 requirements, must the bare polyester core independently pass each test, or is documentation for the finished mattress construction acceptable? Would equivalent current test reports be considered?
Yes, the polyester core does have to meet these specs of the California TB 117, 121, 129, and 133.
Yes, equivalent test reports would be considered.
Are there minimum or maximum quantities per release order, and does the stated delivery time begin upon receipt of each delivery order?
The minimum quantity is 720 pillow batts per order (shipping is included in current price) The minimum quantity is 2000 Lbs = (Approx. 200 mats) for mattress cores (shipping is included in current price) There is no maximum limit on any quantity ordered. Yes, the stated delivery time begins upon receipt of each delivery order.
