About this opportunity
Hillsborough County is conducting a sole source procurement for Ferrum-Hiller Centrifuge Maintenance, Repair, Equipment, and Parts for the Valrico Wastewater Treatment Plant. The procurement is specifically for ongoing maintenance, inspection, and repair services for two Hiller centrifuge dewatering system units (models DP66-422, serial numbers JS00140 and JS00141) manufactured in 2005. The contract will run from the effective date through December 31, 2030, with services including annual non-dismantled inspections in Years 1, 2, 4, and 5 at $6,000 per year, a comprehensive dismantled internal inspection in Year 3 at $13,000, preventative maintenance, and emergency response with a 72-hour onsite technician requirement during normal business hours. Ferrum Process Systems Inc. is required to provide competent, trained personnel and maintain detailed documentation of all activities. The procurement is being made under Section 3-205(2)(e) of the County's Procurement Policy, with a close date for potential challenges set for December 8, 2025, through the EUNA Procurement system.
The procurement is explicitly a sole source contract, with Ferrum Process Systems Inc. identified as the sole authorized distributor and servicer of Hiller-manufactured centrifuge equipment in the United States, as confirmed by an authorization letter from Hiller GmbH dated August 25, 2020. No specific set-aside designations for disadvantaged enterprises are mentioned in the documentation. The total contract value is $1,178,995.88, with a service contract pricing of $116,522.61 for labor and parts, and additional optional components including a spare rotating assembly ($336,464.70), spare scroll ($168,232.35), and non-Hiller proprietary parts allowance ($100,000). Labor rates are structured at $120 per hour for office work, $220 per hour for normal service work (4-hour minimum), and $440 per hour for overtime, Sunday, holiday, and emergency services. The County reserves the right to extend the contract period, adjust the scope of services, and increase the award accordingly, with all Hiller original spare parts receiving a 7% discount.
Opportunity text
Hillsborough County intends to recommend the award of a sole source procurement to Ferrum Process Systems Inc., from the effective date of the approved contract through December 31, 2030, at a total cost of $1,178,995.88 for ongoing and as-needed system inspection, repair, preventative maintenance, Hiller and non-Hiller brand proprietary parts of the existing Ferrum-Hiller Centrifuge system. This procurement is being made in accordance with Section 3-205(2)(e) of the County's Procurement Policy and is considered a sole source procurement as the maintenance, service, parts, and warranty for an existing system is being provided by the original equipment manufacturer (OEM) authorized agent, Ferrum Process Systems Inc., the only reasonably known representative to provide the required services. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached Ferrum-Hiller Centrifuge Services Agreement, must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be submitted using the "submission" section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
