About this file
This is a Centrifuge Service Agreement between Ferrum Process Systems Inc. and Hillsborough County, Florida, for ongoing maintenance, inspection, and repair services of the Valrico Wastewater Treatment Plant's Hiller centrifuge dewatering system. The agreement covers two centrifuge units (DP66-422 models #JS00140 and #JS00141, manufactured in 2005) and establishes a five-year term commencing from the effective date through December 31, 2030. Services include annual non-dismantled inspections in Years 1, 2, 4, and 5 at $6,000 per year, a dismantled internal inspection in Year 3 at $13,000, preventative maintenance scheduling, emergency response with a 72-hour onsite technician requirement during normal business hours, and repair work as needed. The company must provide competent, trained personnel and maintain comprehensive documentation of all activities. The County may terminate the agreement for convenience with 30 days' written notice.
Pricing for the five-year service contract totals $116,522.61 for labor and parts allowance, with additional optional components available including a spare rotating assembly ($336,464.70), spare scroll ($168,232.35), non-Hiller proprietary parts allowance ($100,000), and shipping allowance ($2,000). All Hiller original spare parts receive a 7% discount, though labor costs and new peripheral equipment are excluded from discounting. The grand total of all services and optional items is $723,219.66. Labor rates are $120 per hour for office work, $220 per hour for normal service work with a 4-hour minimum, and $440 per hour for overtime, Sundays, holidays, and emergency services. The County pays invoices within 30 days of receipt upon completion of work with adequate documentation. This is designated as a sole source procurement, as Ferrum Process Systems Inc. is the original equipment manufacturer's authorized agent, the only reasonably known representative qualified to provide maintenance and warranty services for the existing system. The procurement is made under Section 3-205(2)(e) of the County's Procurement Policy, with the County reserving the right to extend the contract period, adjust scope, and increase the award accordingly.
