About this opportunity

The Oregon Department of Fish and Wildlife is requesting bids for construction of boating access at Coyote Creek in the Fern Ridge Wildlife Area under ITB S-63500-00017424, with bids due September 3, 2026 at 3:00 PM Pacific Standard Time and a mandatory pre-bid conference on August 19, 2026 at 11:00 AM at the project site (26969 Cantrell Road, Eugene, Oregon).

The scope encompasses earthwork, driven steel piles, paddle craft launch dock installation, sheet piling, stormwater piping and conveyance, aggregate base, concrete curbing and sidewalk, asphalt concrete paving, and kiosk installation—32 distinct bid items in total. Buy America provisions under the Infrastructure Investment and Jobs Act require all iron, steel, manufactured products, and construction materials to be produced in the United States with documented certificates of origin. The contractor must hold valid Oregon Construction Contractors Board licensing prior to bidding. Work is subject to prevailing wage requirements under Oregon Bureau of Labor and Industries regulations and federal Davis-Bacon Act standards, with the higher rate applicable.

The project estimate for bonding purposes is $700,000 to $800,000, funded through the Oregon State Marine Board, Oregon Parks and Recreation Department, U.S. Fish and Wildlife Service, and Oregon Wildlife Foundation. In-water work is restricted to November 1 through January 31 annually per Oregon Department of State Lands Permit 65750-RF (issued March 2, 2026) and U.S. Army Corps of Engineers Nationwide Permit NWP-2024-00392 (issued February 3, 2026). The contractor must obtain all necessary submittals, perform field quality control and materials testing at contractor expense, and maintain erosion control measures throughout construction. Substantial completion is required by February 1, 2027, with final completion by February 8, 2027; liquidated damages of $500 per calendar day apply for missing the substantial completion deadline. Bid security of 10 percent of the total bid amount is required, and the awarded contractor must provide performance and payment bonds each equal to 100 percent of the contract amount. Award goes to the lowest responsive and responsible bidder; protests extend seven days after the Notice of Intent to Award.
