About this file

This document is a comprehensive specification for construction services prepared by the Oregon State Marine Board on behalf of the Oregon Department of Fish & Wildlife (ODFW) for the Coyote Creek Boating Access project located at River Mile 5.9 in Lane County, Oregon. The project encompasses multiple construction components including earthwork, driven steel piles, paddle craft launch dock installation, sheet piling, storm drain piping and conveyance, aggregate base, concrete curbing and sidewalk, and asphalt concrete paving. The contract is structured as a lump sum award with 22 drawings forming part of the contract documents. Project completion requires submission of as-built plans, operation and maintenance manuals, pile logs, test results, and contractor payment documentation. Environmental permits have been obtained, including US Army Corps of Engineers Permit Number NWP-2024-00392 and Oregon Department of State Lands Permit Number 65750-RF, with in-water work restricted to November 1 through January 31 annually to protect aquatic resources and water quality.

The specifications establish strict compliance requirements with Buy America provisions under the Infrastructure Investment and Jobs Act, mandating that all iron, steel, manufactured products, and construction materials be produced in the United States with documented certificates of materials origin required before incorporation into the project. The contract requires the contractor to obtain all necessary submittals, perform field quality control and materials testing at contractor expense, and maintain erosion control measures throughout construction. Key technical requirements include geotextile installation, riprap placement with specific classifications, concrete specifications with 4000 psi minimum compressive strength, and steel pile driving using vibratory equipment with impact hammers available for obstructions. The contractor bears responsibility for site mobilization, demobilization, bonding and insurance, erosion control plan development and execution, landscape restoration, and all labor and equipment necessary to complete work in accordance with Oregon Department of Transportation standards and ADA accessibility requirements.
