About this opportunity

Texas Health and Human Services Commission Procurement and Contracting Services is soliciting bids under IFB HHS0018056 for fencing and hardware on behalf of Brenham State Supported Living Center, with questions due November 3, 2026 at 10:30 a.m. Central Time and bids due November 12, 2026 at 10:30 a.m. Central Time. Bidders must complete Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet), and the affirmations require ongoing compliance through the contract term, including E-Verify, cybersecurity training under Texas Government Code Section 2063.104, disclosure of artificial intelligence systems used in performance, and a SAM.gov Unique Entity Identifier. A HUB subcontracting plan is optional but encouraged where subcontracting opportunities exist.

The scope covers 250 ornamental welded fence panels, 252 steel posts, 252 post caps, 1,000 fence rail brackets, and one freight lot. The specification calls for 18-gauge pickets, 16-gauge steel components, and black powder coating. Bidders proposing alternative brands or part numbers must submit supporting literature, or the bid may not be considered for award. Delivery is due within 14 days of order receipt on an F.O.B. Destination basis, with freight prepaid and included in the price or with exact delivery costs and terms shown.

Bidders must submit firm, fixed unit prices for the life of the contract, covering labor, equipment, materials, supplies, and related expenses. Price adjustments may be permitted based on CPI-W, CPI-U, or federal minimum wage changes, but they are not automatic and require HHSC approval. Contractors may propose price decreases at any time.

The initial term runs November 16, 2026 through August 31, 2027. The HHS Agency may extend the contract for up to one additional year at its sole discretion for continuity of service or transition. HHSC may make single or multiple awards to achieve best value for the state, and award requires approval by the HHSC Executive Commissioner or designee. Evaluation considers the bidder's ability to meet requirements and specifications, demonstrated ability to meet performance delivery requirements, and pricing. Responses are screened for administrative compliance and responsiveness.

Submission is by email to pcsbids@hhs.texas.gov, through the optional HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive. Online bid room access requires an IAMOnline registration that may take several days. Answers to questions will be posted as an addendum on November 6, 2026 at 10:30 a.m. Central Time.
