About this opportunity

The City of Owensboro, Kentucky is requesting bids to remove and replace the exact type of fence at Fisher Park, with proposals due October 20, 2026. The scope requires replacement of the existing fence with matching specifications; detailed fencing dimensions and configuration are provided in the Fisher Park Fencing Sketch attachment.

Bidders must submit bid bonds with their proposals. The contractor will be required to deliver performance and payment bonds equal to the contract price prior to work commencement. A preconstruction conference must be held to establish working understanding among the Owner, Contractor, and Engineer. Kevin Collignon, P.E., City Engineer (270-687-8641, 1410 W. Fifth Street), serves as the contract administrator.

The contract incorporates the EJCDC C-700 Standard General Conditions of Construction Contracts and KTC Standard Specifications 2008 for working-day definitions. The contractor must maintain a resident superintendent on-site, furnish all labor, equipment, and materials, and obtain all necessary construction permits and licenses; the City obtains Corps Section 404 and KDOW Section 401 permits. Progress payments will be made monthly based on a Schedule of Values, with 10 percent retainage held on all completed work. The contractor is responsible for substantial completion and 100 percent project completion within 30 calendar days after substantial completion. Liquidated damages apply for delays beyond the specified completion dates. Time is deemed essential to the contract, and extensions may be granted for adverse weather based on NOAA data.

Bidders claiming qualified bidder or resident bidder status under Kentucky law must execute and notarize the required affidavits. Resident bidder status requires authorization to transact business in Kentucky with demonstrated tax filing, unemployment insurance fund payments, and active workers' compensation coverage for the year preceding contract advertisement.
