About this opportunity

Broward County is soliciting bids for fabrication and refurbishment of FEMA-compliant water and wastewater control panels on an open-end, indefinite-quantity contract basis with proposals due June 26, 2026. The Office of Economic and Small Business Development requirements do not apply to this solicitation.

Vendors must hold either a Florida Certified Electrical Contractor license or a Broward County Master Electrical Contractor license registered with the state at time of submittal — a mandatory qualification gate. The scope includes furnishing all tools, equipment, software, hardware, materials, supplies, labor, transportation, and services necessary to fabricate and refurbish control panels for the Public Works and Environmental Services Department and other county agencies. Vendors must respond to work orders within two hours and achieve full mobilization within eight hours. The contractor must perform at least 75 percent of total contract value without subcontracting or outsourcing and must maintain 24/7 availability with emergency response service seven days per week without additional overtime compensation. Vendors must submit an Operations and Safety Plan within 30 calendar days of award and annually by May 1. A minimum of three years' experience in fabrication and refurbishment of control panels is required, with references to be provided within three business days of request.

The initial contract period begins on the award date and terminates one year from award, with the option for one additional one-year renewal at the Director of Purchasing's discretion. The contract includes estimated annual pass-through allowances totaling $38,000: $20,000 for specialty subcontractor services, $15,000 for materials and equipment, and $3,000 for non-Broward County agency permit fees. No minimum purchase is guaranteed. Vendors must obtain all permits and licenses, with costs included in the bid price except as specified. Award will be made to the lowest responsive, responsible bidder on a total bid price basis. All responses must be submitted electronically through BPRO with submission receipt confirmation by the June 26 deadline. County and State licensing requirements and federal FEMA compliance standards apply.
