About this opportunity
The County of Orange District Attorney's office is issuing an Invitation for Bid (IFB 026-3062402-PS) for the procurement of Felony, Misdemeanor & Blank D.A. File Folders through a competitive solicitation process. The procurement involves four line items: numbered felony file folders (14PT reinforced white paper with rotating color mylar bars), unnumbered felony file folders, numbered misdemeanor file folders (14PT reinforced manila paper with colored mylar bars), and unnumbered misdemeanor file folders, with annual quantities historically ranging from 12,500 to 41,800 folders across all types. All bids must be submitted electronically through the County's eProcurement Portal at https://procurement.opengov.com/portal/ocgov no later than May 26, 2026 at 2:00 PM, with all questions and clarification requests due by May 19, 2026 at 2:00 PM through the online portal's Question & Answer section. The contract will be awarded to the lowest responsive and responsible bidder meeting all solicitation requirements, with pricing structured on a firm fixed-fee, per-folder basis that includes all shipping, handling, and applicable sales tax. Delivery is required between November 1 and November 15 of each contract year to the County Warehouse in Irvine, California, during business hours (8:00 a.m. to 4:00 p.m. PST, Monday through Friday). The initial contract term is three calendar years with two optional renewal years by mutual written agreement, and the awarded bidder must execute the contract within seven days of notification and maintain specified insurance coverage including $1,000,000 in Commercial General Liability and $1,000,000 in Automobile Liability.
The County offers a five percent preference deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders during evaluation, with a maximum allowable preference deduction of $100,000; however, if the lowest bidder is OCLSB or DVBE certified, the contract will be awarded at the bidder's original bid price without the preference deduction applied. All bidders must provide a valid DUNS number and Unique Entity Identifier (UEI) number prior to contract award, along with certificates of insurance, W-9 forms, and other required documentation within seven days of award notification. Performance and Labor and Material Payment Bonds are required from the awarded contractor to ensure faithful performance and payment for all materials and labor, with bond penal sums to be specified based on the contract value. No specific budget range or award value is stated in the solicitation; rather, the award will be determined by competitive bidding with firm pricing remaining fixed throughout the initial contract term. The County reserves the right to reject any or all bids, make multiple awards, defer award for up to 180 days, withdraw the solicitation, and negotiate with the lowest responsive bidder as necessary, while also noting that this cooperative contract may be extended to other municipal, county, public utility, hospital, educational, or nonprofit organizations with a two percent administrative rebate required on subordinate contract sales.
