About this opportunity
The Tennessee Housing Development Agency is requesting bids on renovation of two residential properties under the Families and Children First Service Program (FCFSP), with proposals due September 25, 2026 and a mandatory pre-construction conference required before work begins.
Residence 1, located at Fall Creek Falls State Park in Spencer, Tennessee, requires complete interior renovation including new 200-amp electrical panel with transfer switch, plumbing systems, R-15 wall and R-38 attic insulation, drywall installation, custom cabinetry, tile work, lighting, interior doors, and luxury vinyl plank flooring. Residence 2 involves framing and enclosing a carport on three sides, new siding and roofing, facia and soffit replacement, exterior doors, a new rear deck, approximately 300 feet of drainage pipe, and exterior painting. All work must meet 2021 IBC Building Code standards and use specified approved brands for electrical panels (Siemens or Square D), insulation (Rockwool), drywall (Toughrock), lighting (Halo, Lithonia, Maxxima), plumbing fixtures (Arcora, BYH, Delta, Moen), and deck materials (Trex). A $3,000 allowance covers unforeseen wood repairs on Residence 1.
All contractors and subcontractors must maintain active Tennessee Building Contractor licenses (BC-b, BC-B, BC-C or higher) and provide copies prior to bid submission. Work must commence upon signed contract execution and be completed by March 19, 2027. The contractor is responsible for all permits and associated fees, utility protection, site cleanup, and damage repairs. Work hours are limited to Monday through Friday, 8:00 a.m. to 4:30 p.m., unless otherwise approved. Pricing must be submitted as firm fixed price for complete renovation work on both residences. The contractor must warranty workmanship for one year from final inspection, with materials covered under manufacturer warranties. A non-mandatory pre-bid meeting is scheduled; a mandatory pre-construction conference must occur before work begins, with final inspection required before payment authorization. Invoices must be submitted within ten days of project completion and acceptance.
