About this opportunity
The West Virginia Department of Environmental Protection, Office of Oil and Gas, is requesting quotes for the Farmer #1 Well Plugging Project (API# 47-045-00004) in Logan County, with bids due October 12, 2026, and a mandatory pre-bid meeting on September 30, 2026, at 11:00 a.m. Eastern Time at the jobsite.
The project encompasses permanent plugging and reclamation of a single orphaned, abandoned oil/natural gas well near Chapmanville along Cabin Road. The scope includes three line items: permitting, well plugging for API# 47-045-00004, and wellsite reclamation. Post-plugging success is determined by the absence of detectable methane emissions greater than 1 g/hr and observable fluid leaks, with any remedial work required at the contractor's sole expense as a warranty obligation. The contractor bears responsibility for all permitting requirements and must maintain spill control materials on site.
This is a federally funded contract under Section 40601 of the Infrastructure Investment and Jobs Act and is subject to Davis-Bacon prevailing wage requirements, with all laborers and mechanics paid weekly at Secretary of Labor rates. All work must comply with federal Buy America requirements for manufactured products and construction materials. The contract carries mandatory compliance with the Endangered Species Act, State Historic Preservation Office requirements, and West Virginia environmental regulations.
The contract term is one year from the effective start date, with renewal possible for up to three successive one-year periods upon mutual written consent and Attorney General approval. A bid bond of 5% of the total bid amount is required at submission; the apparent successful vendor must furnish performance and labor/material payment bonds equal to 100% of the contract value prior to award. Commercial general liability and automobile liability insurance with minimum limits of $2,000,000 per occurrence is required. Liquidated damages are assessed at $1,000 per working day of delay. The technical question deadline is October 2, 2026, at 2:00 p.m. Eastern Time. All bids must be submitted electronically through wvOASIS at www.wvOASIS.gov. Contact Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov for inquiries.
