About this opportunity

The Maryland Department of Labor Family and Medical Leave Insurance Division is requesting proposals for accounting and financial management advisory and support services under a Small Business Reserve set-aside, with proposals due February 17, 2026 (updated by Amendment #2 posted February 4, 2026) and questions due January 16, 2026. This procurement is restricted to Maryland-certified small businesses; subcontractors need not hold SBR certification unless deployed to meet Minority Business Enterprise or Veteran-Owned Small Business Enterprise goals, in which case they must hold appropriate Maryland certifications. The MBE subcontracting participation goal is 17% of total contract value, and the VSBE goal is 2%.

The scope spans five concurrent workstreams: project management and communication, foundational program-building and general accounting, employer contribution collection, benefit payment, and ad hoc advisory support. The core team must include one full-time Project Lead & Lead Accounting Consultant, one full-time Senior Accounting Consultant, and one full-time Management Analyst, supplemented by subject matter experts on a time-and-materials basis. Key deliverables include a project kickoff meeting within 21 days of Notice to Proceed, annual assessments of general accounting and contribution/benefit programs, and quarterly leadership meetings. All work is performed 100% remotely; contractor personnel receive system access to Salesforce, Oracle NetSuite, and Ruby on Rails dashboards. Minimum qualifications require at least seven years' experience providing financial management and accounting advisory services to organizations with more than 500 employees or $50 million annual revenue, with at least five years supporting public sector organizations and at least three years supporting clients developing and implementing new sub-organizations. Subcontractor experience may be used to meet minimum qualifications.

The contract is Firm Fixed-Price for core workstreams plus Time and Materials for additional SME support, with a maximum total value of $4.5 million over three years (including one optional one-year renewal). Required insurance includes $1 million Commercial General Liability, $1 million Errors and Omissions/Professional Liability, $1 million Crime Insurance, and Workers' Compensation coverage. Maryland living wage requirements apply. A pre-proposal conference was held January 20, 2026; eight firms attended, including CohnReznick Advisory, Momentum Inc., and Prince Consulting. Amendment #1 (February 2, 2026) added required attachments including Reference Checks, List of Current or Prior State Contracts, subcontractor list, Legal Action Summary, Labor Resume forms, and Economic Benefit Factors and Living Wage appendices.
