About this file
This is a Pre-Proposal Attendee List for the Maryland Department of Labor Family and Medical Leave Insurance Division (FAMLI) Accounting and Financial Management Advisory and Support Services solicitation (BPM054837). The solicitation requests comprehensive accounting and financial management advisory and support services across five concurrent workstreams: project management and communication, foundational program-building and general accounting, employer contribution collection, benefit payment, and ad hoc advisory support. The pre-proposal conference was held on January 20, 2026, with eight firms in attendance, including S&O Strategies United LLC, Momentum Inc., CohnReznick Advisory LLC, IBS Management and Consultancy, Prince Consulting, and individual attendees Pam Kelly and Greg Williams. The proposal due date is February 17, 2026, with questions due by January 16, 2026 (updated by Amendment #2 posted February 4, 2026). The contract term is three years with an optional one-year renewal, and work is to be performed 100% remotely with contractor personnel receiving system access to Salesforce, Oracle NetSuite, and Ruby on Rails dashboards.
This procurement is restricted to Maryland-certified small businesses under a Small Business Reserve set-aside, with a maximum total contract value of $4.5 million over three years. The contract structure is Firm Fixed-Price for core workstreams plus Time and Materials for additional subject matter expert support. The minimum qualifications require at least seven years' experience providing financial management and accounting advisory services to organizations with more than 500 employees or $50 million annual revenue, with at least five years supporting public sector organizations and at least three years supporting clients developing and implementing new sub-organizations. Subcontractors need not hold Small Business Reserve certification unless deployed to meet Minority Business Enterprise (17% subcontracting participation goal) or Veteran-Owned Small Business Enterprise (2% goal) requirements, in which case they must hold appropriate Maryland certifications. Required insurance includes $1 million Commercial General Liability, $1 million Errors and Omissions/Professional Liability, $1 million Crime Insurance, and Workers' Compensation coverage. Maryland living wage requirements apply. Amendment #1 (February 2, 2026) added required attachments including Reference Checks, List of Current or Prior State Contracts, subcontractor list, Legal Action Summary, Labor Resume forms, and Economic Benefit Factors and Living Wage appendices.
