About this file

This is a Questions and Answers document issued by the Maryland Department of Labor's Family and Medical Leave Insurance (FAMLI) Division on January 23, 2026, clarifying requirements for the Accounting and Financial Management Advisory and Support Services RFP (Solicitation Number BPM054837). The solicitation seeks advisory and support services across five workstreams, with the primary contractor responsible for program governance and oversight in Workstream 1, foundational financial management and accounting support in Workstream 2, and related advisory services in Workstreams 3 through 5. All workstreams will operate concurrently, beginning immediately after a kick-off meeting. The contractor's role is explicitly advisory and supportive in nature, with no expectation of providing staffing for ongoing FAMLI functions. The contract structure is Firm Fixed-Price for Workstreams 1 through 5, excluding Subject Matter Expert (SME) support, which will be priced on a Time and Material basis.

Pricing for additional deliverables identified post-award will be handled via change order rather than included in base pricing. The Prime contractor must be a Maryland-certified Small Business Reserve (SBR) contractor at the time of award; subcontractors need not hold SBR certification unless used to fulfill Minority Business Enterprise (MBE) or Veteran Small Business Enterprise (VSBE) goals, in which case they must have appropriate Maryland certifications. Subcontractor experience may be utilized to meet minimum qualifications, demonstrate project experience and organizational capabilities, and fill key personnel roles. Evaluation scoring will assess the collective experience of the proposed team without emphasis on Prime experience over subcontractor experience. Remote contractor personnel will be provided system access to Salesforce, Oracle NetSuite, and Ruby on Rails dashboards, and FAMLI anticipates using additional Commercial Off-The-Shelf (COTS) SaaS tools for specific functions such as call center and fraud detection services.

Q&A

ISSUED JANUARY 23, 2026

This List of Questions and Answers, Questions 1 through 17, is being issued to clarify certain information contained in the above-named RFP. No provided Answer to a Question may, in and of itself, change any requirement of the RFP.

1. Summary Sheet. The contract type is Firm Fixed-Price plus Time and Material. What

Workstreams must be included in the Firm Fixed-Price portion of the quote?

Answer: The Firm Fixed-Price portion of the quote is for all support of Workstreams 1 - 5, with the exception of SME support, which will be Time and Material.

2. What other software systems does FAMLI anticipate using, if any, other than the front-end Ruby on Rails and Oracle NetSuite?

Answer: While FAMLI anticipates using other COTS SaaS tools for specific aspects of the program (call center, fraud detection, etc.), the Financial Services staff will use Oracle NetSuite and Salesforce.

3. Offeror Minimum Qualifications. Can the seven (7) years and three (3) years of sub-organization experience be met via a subcontractor, or must the Prime alone meet these thresholds?

Answer: Yes, the required organization experience can be met via a subcontractor.

If subcontractor experience is used for Minimum Qualifications, may references come from those subcontractor engagements?

4. Section 1.1 Reference. If subcontractor experience is used for Minimum Qualifications, may references come from those subcontractor engagements?

Answer: If subcontractor experience is used for Minimum Qualifications, references should attest to those subcontractor engagements.

5. Experience and Personnel. May we include subcontractor experience to demonstrate project experience and organizational capabilities, or should this be Prime only?

Answer: Yes, subcontractor experience can be used to demonstrate project experience and organizational capabilities.

6. Section 2.3 Deliverables. If additional deliverables are identified post award, will pricing be handled via change order, or should Offerors include anticipated costs in base pricing?

Answer: Should additional deliverables be identified post-award that are beyond the scope of what’s included in Sections 2.2 and 2.3, they will be handled via change order.

7. Section 2.4.3 Key Personnel. May these roles be filled by subcontractor staff, or must they be

Prime employees?

Answer: Yes, key personnel roles may be filled by either Prime or subcontractor staff.

8. Section 2.4.3.3 SME. Are resumes required at proposal submission, or can SMEs be identified post-award?

Answers: Resumes are only required at proposal submission for Key Personnel, but SME resumes may be included as part of demonstrating the Offeror’s qualifications and capabilities.

9. SBR. May the Prime rely on non-SBR subcontractors for experience and staffing if the Prime meets SBR requirements?

Answer: The Prime contractor must be certified at the time of award. That requirement does not apply to their subcontractor. However, if the subcontractor will be used to fulfill the MBE or

VSBE goal, they must have the appropriate Maryland certifications.

10. SBR Certification. Please confirm that only the Prime must be SBR certified; subs need not be.

Answer: That is correct. In order to receive award, the Prime must be a Maryland-certified SBR.

11. Section 6.2 Evaluation. If subcontractor experience is allowed in Section 2.4, will it be considered in scoring, or will scoring emphasize the Prime’s experience?

Answers: Scoring will evaluate the collective experience of the proposed team, and will not emphasize Prime’s experience over subs’

12. Remote Access. Please confirm that all necessary system access (Salesforce, Oracle NetSuite, RoR dashboards) will be provided to remote Contractor personnel.

Answer: Remote contractor personnel will be provided with access to all necessary systems.

13. For Workstream 1. (Project Management & Communication), does the State envision this role as primarily program governance and oversight, or does it include task-level execution and day-to-day operational management?

Answer: FAMLI is envisioning the Contractor’s role in Workstream 1 to be primarily program governance and oversight for the execution of the contract.

14. For Workstream 2. (Foundational Financial Management & General Accounting), is the contractor expected to design and assess accounting frameworks and internal controls, or also to perform ongoing transactional accounting activities?

Answer: For Workstream 2, the contractor is expected to provide the advisory and support activities needed to assist FAMLI in building the necessary foundational aspects of its financial management and accounting system, per Section 2.2.2.

15. How does the State define success in a hybrid delivery environment where business processes and software capabilities are being developed concurrently?

Answer: FAMLI’s Financial Services team (which is hybrid) is working closely with our

Digital Services team (which is fully remote) as the digital platform and associated business processes are developed in parallel, and intends to include contractors in this synchronization. See Section 2.1.2 for the statutorily mandated timeline for successful implementation of the FAMLI program.

16. All workstreams begin immediately after the Kick-off meeting. Is it anticipated that all

Workstreams 2.2.2, 2.2.3, and 2.2.4 will be running concurrently?

Answer: Correct, the workstreams will be running concurrently.

17. The Contractor’s role is primarily advisory and supportive. Is the Contractor expected to provide staffing for any ongoing functions of FAMLI?

Answer: No, the Contractor is not expected to provide staffing for any ongoing functions of
