About this opportunity

Chippewa Valley Technical College (CVTC) is seeking comprehensive fall protection equipment for its Safety Education Center located in Eau Claire, Wisconsin. The Request for Bid (RFB #B-25-26-02) specifically solicits 66 distinct fall protection items primarily from 3M, including anchor slings, lanyards, davit systems, harnesses, rescue devices, and related safety equipment. Quantities range from 1 to 6 units per item type, with a delivery deadline of October 1, 2025. Bids are due on September 9, 2025, at 9:00 a.m. CST, with a virtual bid opening scheduled for 9:30 a.m. CST on the same day via Microsoft Teams. The procurement allows vendors to propose equivalent alternatives to the specified 3M products, with CVTC reserving sole discretion in evaluating equipment equivalency. Vendors must submit detailed comparative documentation for any proposed alternate equipment, ensuring that minimum quality and performance standards are met. The selected vendor(s) will be responsible for handling all warranty claims with distributors and manufacturers.

The solicitation encourages participation from minority businesses, women's business enterprises, and labor surplus area firms. Vendors must submit bids through the DemandStar.com portal and provide comprehensive documentation, including business contact information, a conflict of interest affidavit, cost proposal, cooperative purchasing agreement, and W-9 form. The contract includes a cooperative purchasing agreement that allows other Wisconsin municipalities, technical colleges, K-12 schools, and University of Wisconsin System institutions to potentially utilize the contract pricing. Participating municipalities will handle their own ordering, receipt, inspection, and payment directly with the contractor. While no specific budget range is explicitly stated, the procurement covers a comprehensive set of safety equipment with potential for expanded usage across Wisconsin public entities. Pricing must reflect educational and governmental discounts, and any proposed price increases must be submitted 60 calendar days prior to subsequent contract periods, with documentation of industry-wide cost increases.
