About this opportunity
The Colorado Department of Corrections is requesting quotations for faith items to supply its Canteen Services operation, with quotations due June 16, 2026 under RFQ 2026000006. Bidders may quote any or all items from the accompanying product list and must submit product samples (3–5 units at bidder expense) to the CDOC Central Canteen in Canon City for evaluation by the Canteen Review Committee prior to award; the committee meets monthly and assesses items for security risks, religious affiliations, and nutritional appropriateness.
The scope covers beverage and faith items for resale to offenders through the Colorado Correctional Industries (CCI) Canteen Services, which operates from the East Canon Prison Complex warehouse. All products must be packaged exclusively in plastic containers (preferably clear), contain no glass, metal, or alcohol, and include individual packaging with ingredient lists. Delivery is required Monday through Thursday, 8:00 a.m. to 2:00 p.m. MST, excluding state holidays, via truck when feasible or otherwise by UPS or FedEx without additional shipping charges. All delivery drivers require CDOC criminal background clearance and must execute a Consent to Search Authorization form.
Pricing is structured to allow one price change during the initial Letter of Agreement term and up to two annual price adjustments thereafter, with one request required 60 days prior to award renewal. Any price increase requests must include justification and receive written Canteen staff approval; failure to obtain approval results in reassignment to the next lowest bidder. Awarded bidders must provide photographs of exact items and are prohibited from making product substitutions without prior written consent from authorized Canteen staff.
Bidders must be registered with the Colorado Secretary of State and certify tax compliance. Service-Disabled Veteran-Owned Small Business (SDVOSB) certification is requested but not mandated. Standard state procurement terms apply, including certificates of insurance and conflict-of-interest and non-conflict certifications. Invoices must be submitted via email upon shipment with corresponding item numbers for each product awarded.
