About this file
This is an Exhibit A Statement of Work and Specifications document issued by the Colorado Department of Corrections (CDOC) for RFQ 2026000006, soliciting multiple vendors to supply canteen beverage items for resale to offenders. The CDOC's Colorado Correctional Industries (CCI) Canteen Services, established in 1987, operates from a warehouse at the East Canon Prison Complex and generates profits to offset operational costs and fund offender recreational, educational, and social programs. Bidders may elect to bid on any or all items listed in the accompanying Exhibit D Price Quote for Beverages. Prior to award, bidders must submit 3-5 product samples at their own expense to the CDOC Central Canteen in Canon City, Colorado, for evaluation by the Canteen Review Committee, which meets monthly and assesses items for security risks, religious affiliations, and nutritional appropriateness. Awarded bidders must provide photographs of exact items and are prohibited from making product substitutions without prior written consent from authorized Canteen staff. The document does not specify response deadlines, bid opening dates, or contract award dates.
Pricing is structured to allow one price change during the initial Letter of Agreement term and up to two annual price adjustments thereafter, with one request required 60 days prior to award renewal; any price increase requests must include justification and receive written Canteen staff approval, or the award will be reassigned to the next lowest bidder. Deliveries must occur Monday through Thursday between 8:00 a.m. and 2:00 p.m. MST, excluding specified state holidays, via truck when feasible or otherwise by UPS or FedEx without additional shipping charges. All delivery drivers require CDOC criminal background clearance and must execute a Consent to Search Authorization form. Products must be packaged exclusively in plastic containers (preferably clear), contain no glass or metal, include no alcohol, resist high-altitude transportation damage, and feature individual packaging with ingredient lists. Invoices must be submitted via email upon shipment with corresponding item numbers for each product awarded. Bidders must be registered with the Colorado Secretary of State and certify tax compliance with the state; Service-Disabled Veteran-Owned Small Business (SDVOSB) certification is requested but not mandated.
