About this opportunity
The State of Missouri, Office of Administration, Division of Facilities Management, Design, and Construction is requesting proposals for facility HVAC mechanical equipment inspection, maintenance, and repair services across six regions throughout Missouri, with amended proposals due August 14, 2026 at 2:00 p.m. Central Time. Amendment No. 02 extended the original August 10 deadline. The pre-proposal teleconference was held July 31, 2026; building tours must be completed at least five business days prior to proposal submission.
The scope encompasses full-service HVAC, chiller, and boiler maintenance, inspection, and repair across state facilities serving multiple agencies including the Department of Mental Health, Department of Youth Services, and Department of Elementary and Secondary Education. The equipment inventory spans hundreds of units (air handlers, chillers, boilers, cooling towers, furnaces, rooftop units, water heaters) across geographically dispersed locations in multiple counties, with varying condition ratings from good to poor. Contractors must submit separate pricing for inspection, maintenance, and repair services on Exhibit C as firm and fixed rates, including hourly labor and materials markup percentages.
Minimum qualifications require at least five years in full-service HVAC, chiller, and boiler maintenance, inspection, and repair. A designated Contract Manager must hold at least five years of direct HVAC experience plus two years supervising HVAC technicians; a minimum of two HVAC technicians on staff must each have at least three years of experience. Response time obligations are stringent: thirty-minute response to service requests with three-hour on-site arrival; emergency calls require thirty-minute response and two-hour on-site technician arrival. Prevailing wage requirements apply per Missouri Department of Labor and Industrial Relations Annual Wage Order No. 33 (May 29, 2026). Contractors must maintain general liability insurance naming the State of Missouri as additional insured, furnish a surety bond equal to total contract costs, provide security clearance background checks for all personnel, and comply with E-Verify work authorization and Americans with Disabilities Act requirements.
The contract period runs from award through one year, with the Division of Purchasing holding an option to renew for two additional one-year periods. Award will be made to primary, secondary, and tertiary contractors by region to ensure service continuity. Amendment No. 01 revised regional titles in Exhibit C and deleted Ralls County from the North Central Region.
