About this opportunity
The Vermont Agency of Transportation is soliciting proposals under RFP FC0003-01 to add qualified contractors to its existing Facilities Job Order Contract pool, with proposals due November 20, 2026. Eligibility is open to firms that did not participate in the original FC0003 RFP or submitted a proposal without receiving an award. Previously awarded contractors seeking additional scopes receive new awards through amendments to their existing contracts. The source names no set-aside or local-vendor preference.
The solicitation covers eighteen service categories for small-scale, transportation-related maintenance and repair across VTrans facilities, including highway maintenance facilities, state airports, rail facilities, and other state-owned properties. Categories include carpentry, concrete, electrical, fencing, fuel system, generator, HVAC/plumbing, overhead door, roofing, security, septic, sprinkler, well, window and door, lead and asbestos testing and abatement, motor fuel system service and repair, spill response and hazardous waste management disposal, and painting. Work covers projects, repairs, emergency responses, and as-needed utilization. All work must comply with State, Federal, FAA, and Railroad codes, AOT safety guidelines, and OSHA personal protective equipment requirements under 29 CFR. Contractors must maintain current Vermont Secretary of State business registration and submit a certificate of insurance before contract execution. For projects exceeding $250,000, bidders must comply with Vermont Act 54 worker classification requirements, including workers' compensation documentation for subcontractors. Proposals must also include the Required Forms K–Q and an Excel JOC Equipment & Rate Sheet emailed to AOT.JOC@vermont.gov. Failure to submit required forms or comply with Act 54 may result in contract cancellation and forfeiture of future bidding privileges.
Contracts run through June 30, 2031, and no on-ramp award extends beyond that date. Job orders carry hourly rates for work requiring no materials and lump-sum pricing when materials are involved, with at least three quotes requested for lump-sum projects. VTrans assigns job orders to the contractor offering the best value, considering price, quality, past performance, and availability. Awarded contractors may submit revised equipment rates at the end of year three without a formal amendment, and equipment changes require VTrans approval through an Administrative Adjustment Form.

The Vermont Agency of Transportation (VTrans or AOT) is issuing this Request for Proposals (RFP) to establish additional qualified contractors for the Facilities Job Order Contract (JOC) program. The JOC program supports small-scale, transportation-related maintenance and repair projects across the Agency. This solicitation serves as the Contractor On-Ramp for the existing Facilities JOC, allowing qualified firms to join the current contractor pool during the ongoing contract period. The original Facilities JOC contracts, awarded under the FC0003 solicitation issued on April 20, 2026, established a contract term of July 1, 2026, through June 30, 2031. Contractors selected through this on-ramp will be awarded contracts that will not extend beyond June 30, 2031, ensuring a consistent end date across all JOC contracts. For contractors previously awarded under the original RFP who are now seeking additional scopes, any new awards resulting from this on-ramp will be incorporated through an amendment to their existing contract. If your organization did not participate in the original FC0003 RFP, or if you submitted a proposal but did not receive an award, and you would now like to be considered for inclusion in the Facilities JOC contractor pool, you must submit a proposal in response to this FC0003-01 On-Ramp RFP.
