About this opportunity

The Commonwealth of Massachusetts Department of Mental Health Southeast Area is soliciting bids for integrated pest management preventative maintenance services at 589 President Avenue, Fall River, under a mandatory SBPP (Small Business Purchasing Program) preference, with bids due October 26, 2026 and a mandatory site visit on October 19 at 10:00 a.m.

The SBPP preference applies to Massachusetts-based small businesses meeting eligibility criteria: principal place of business in Massachusetts, minimum one year of operation, 50 or fewer full-time equivalent employees (or fewer than 26,000 combined employee hours per quarter), and gross revenues of $15 million or less based on three-year average. Nonprofits must additionally be registered with the Massachusetts Attorney General's Office, maintain current filings, and hold Section 501(c) tax-exempt status. SBPP participants meeting best value evaluation criteria receive award preference; non-SBPP bidders are evaluated only if no SBPP bidder meets the specified criteria. Misrepresentation of SBPP status results in disqualification, potential debarment, and contract termination.

The scope covers monthly integrated pest management for a five-bedroom, three-floor residential facility with basement, including inspections and treatments for crawling insects, flying insects, rodents, and occasional invaders, with specialty treatments available for termites, bed bugs, fleas, ticks, birds, and bats. Services encompass exterior perimeter, entry points, kitchen, restrooms, mechanical and electrical rooms, storage areas, office areas, and dumpster enclosures. The contractor must maintain 24-hour emergency response capability, employ licensed and insured technicians, emphasize non-chemical methods and exclusion work, provide all tools and materials, and submit service reports after each visit and annual trend reports. Prevailing wage rates apply.

The contract term runs November 1, 2026 through October 31, 2029, structured as three fiscal years with quarterly pricing. Bidders must submit per-visit quarterly costs for all three years and a total aggregate contract value. Nicholas Keddie, Facilities Manager at John C. Corrigan MHC, is the primary contact. Bid opening is October 26 at 2:00 p.m.
