About this opportunity

The Massachusetts Department of Mental Health Southeast Area is soliciting bids for Integrated Pest Management services at the Brockton Multi Service Center and three affiliated group homes under FAC117, with bids due July 8, 2026 at 2:00 p.m., and a mandatory pre-bid site visit on June 26, 2026 at 10:00 a.m. The Small Business Purchasing Program (SBPP) preference applies: eligible Massachusetts-based small businesses with 50 or fewer full-time equivalent employees, gross revenues of $15 million or less over a three-year average, and at least one year in operation receive an award preference if they meet best value criteria; non-SBPP bidders are evaluated only if no SBPP participant qualifies.

The scope encompasses monthly pest control inspections and treatments at four locations — the main facility at 165 Quincy Street in Brockton, a group home at 115 Belair Street in Brockton, and two additional group homes at 26 Park Avenue in Whitman and 132 Woodbine Avenue in Hanson — covering common pests including ants, rodents, cockroaches, and spiders; exterior bait station maintenance; interior building walkthroughs; and quarterly bed bug remediation. Services require 12 monthly visits per year across three fiscal years (FY27–FY29). Contractors must be OSHA certified, comply with Massachusetts pesticide regulations and Integrated Pest Management best practices, conduct annual IPM training at no charge, and respond to emergency calls within two hours and non-emergency calls within 24 hours or the next business day. All labor must be billed at prevailing wage rates.

The contract runs from July 1, 2026, through June 30, 2029. Bidders must submit pricing on a per-visit basis multiplied by 12 annual visits, with separate annual totals and a combined three-year total. All bidders must submit the FAC117 MOU form, the OSD Bid Form, and certification of any participation in diversity set-asides (MBE, WBE, DBE, VBE, or LGBTBE) from the Massachusetts Supplier Diversity Office. Contact Brendan Thrasher at (857) 338-6076 or (508) 897-2159 to confirm site visit attendance.
