About this opportunity

The County of Sacramento is conducting a Request for Bid (RFB #2024-RFB-0423) to procure a contractor for fabricating and installing five nine-foot utility service bodies on brand new, county-owned chassis units with ten thousand pound GVWR. The procurement targets single rear wheel chassis in regular, extended, and crew cab configurations, with potential for all-electric chassis from various manufacturers. The successful bidder will be responsible for comprehensive mechanical and electrical modifications to mount the bodies, ensuring full operational capability of all accessories and equipment for municipal utility service trucks. Key deliverables include fully modified and operational service trucks that meet detailed specifications outlined in the Service Body Specifications document. The bid was released on November 13, 2024, with questions due by November 22, 2024, and a response deadline of December 12, 2024 at 3:00 pm. The contract is anticipated to be awarded on January 2, 2025, with evaluation criteria likely focusing on technical compliance, warranty, service support, and past performance beyond just lowest price.

While no specific set-aside designations are explicitly stated, the county does offer local and micro-business preferences, suggesting potential advantages for smaller or local enterprises. The procurement allows for potential multi-year contract extensions up to three years, with price increases limited to 5% per vehicle model year and subject to county approval. Contractors must meet extensive insurance requirements, including minimum general liability coverage of $2,000,000 aggregate and per occurrence, and comply with environmental purchasing policies emphasizing sustainability and recycled content. The estimated budget is not directly specified, but the procurement involves five service body installations with potential variations based on chassis type. Delivery will be to the County of Sacramento Fleet Services Division, with the county reserving the right to terminate the agreement without cause upon thirty days' written notice. Successful bidders must provide comprehensive warranties (minimum one year parts and labor), meet strict documentation requirements, and comply with additional provisions including reporting requirements for recycled-content materials.
