About this file

This document is a detailed Request for Bid (RFB) Service Body Specifications issued by the County of Sacramento's Internal Services Agency Fleet Services Division. The county is soliciting bids for a contractor to fabricate and install five (5) nine-foot utility service bodies on five (5) brand new, County-owned, ten thousand (10,000) pound GVWR, single rear wheel chassis units (regular, extended, and crew cab configurations). The body builder will be responsible for all modifications and installations related to mounting the bodies, including mechanical and electrical work to make all accessories fully operational. The completed units will be used as municipal utility service trucks, with the potential that some or all chassis may be all-electric models from various manufacturers.

The bid includes comprehensive specifications for body construction, materials, electrical systems, paint, and optional add-ons such as lift gates, retractable steps, inverters, warning lights, and cab guards. Pricing terms allow for potential multi-year extensions up to three years from the original bid submission, with price increases limited to 5% per vehicle model year and subject to County approval. The County will provide the chassis units to the body builder, and the successful bidder must meet strict requirements for workmanship, warranties (minimum one year parts and labor), documentation, and pre-delivery inspections. The bid emphasizes quality, functionality, and compliance with various state and federal regulations, with consideration given to factors beyond just the lowest price, such as product warranty, service support, and past performance.

I. GENERAL

1. It is the intent of the County of Sacramento to purchase equipment that will provide optimum benefit to the County. This does not necessarily mean that the County will buy the lowest priced product. Consideration will be given to the product warranty, service and parts support available in the Sacramento area, the number of satisfied users in this area, delivery dates and bidders past performance.

2. After mission consideration, the single most important factor in the bid evaluation will be emissions reduction factor of the engine. The County of Sacramento is committed to purchasing engines for vehicle(s)/equipment that meet or exceed actual tailpipe emissions standards for current year, specified by the EPA for the engine manufacturer. Not applicable to this RFB for utility service bodies.

3. USERS LIST: Bidder will provide, with the bid, a users list showing the names and addresses of businesses or other agencies within the Sacramento area using the bid product. This may be used, as a reference list by the County and consideration will be given to the number of users in this area.

4. DOCUMENT REVIEW: The bidder will provide, for the County’s review, at the County’s request, prior to bid award, copies of shop and service manuals for the equipment that was bid. Incomplete shop or service information may be cause for rejecting a bid.

5. DEMONSTRATION: At the request of the County the bidder may be required to provide a demonstration of the product bid. At the request of the County, failure to provide a demonstration as soon as reasonably possible but not to exceed thirty (30) days from the time of the request or failure of the product to perform satisfactorily during the demonstration may be grounds for bid rejection.

Should any of these specifications conflict with any code, regulation, law, etc., the Dealer / Vendor will notify the County before manufacturing starts. Dealer / Vendor will not be held responsible for changes required by codes, laws, regulations, etc., to vehicle / equipment after the time of delivery.

iii. Extensions are contingent upon manufacturer availability of the vehicle model year in production at the time of the extension. Extensions shall be subject to the same terms as the initial period related to availability.

iv. The County may consider pricing adjustments based on manufacturer pricing increases resulting from model year cut off and release of a new model year, or after the initial one-year period has passed.

v. Pricing increases shall not exceed five percent (5%) increase per vehicle model year, or extension period.

vii. Requests for pricing increase shall be submitted to the Fleet Services Division with the appropriate documentation to substantiate the request. Requests for pricing increases are subject to review and approval by the Fleet Services Division and County Contracts and Purchasing Services Division.
