About this opportunity

The Texas Department of Transportation (TxDOT) Lubbock District is requesting bids on furnishing and installation of a 32' x 42' pre-engineered fabric building with roll-up bay doors and mesh vents at 1501 East SH 114 in Levelland, Texas, with bids due August 10, 2026 at 3:00 PM Central Time and questions due July 29, 2026. A mandatory Historically Underutilized Business (HUB) Subcontracting Plan is required; respondents must demonstrate good-faith effort recruiting Veteran Heroes United in Business (VetHUB) certified subcontractors, with a minimum of two certified VetHUB vendors notified for each subcontracting opportunity and seven business days allowed for responses.

The building must be designed and constructed to withstand 115 mph wind load and 20 lbs ground snow load per ASCE 7-16 and IBC 2021 standards with stamped engineered drawings. The scope includes two 14' x 14' framed openings with roll-up bay doors, one 3' walk-through door, mesh vents in end walls, and a concrete bunker block foundation with galvanized steel plating. The contractor must begin work within seven business days of contract issuance and complete installation coordinated with the TxDOT point of contact. All travel, per diem, equipment, materials, labor, safety equipment, and daily site cleanup are included in the unit price. No change orders will be added to the purchase order. The vendor must provide one-year workmanship warranty and minimum 12-month material warranty covering 100% parts and labor.

Respondents must maintain Workers' Compensation with Waiver of Subrogation; Commercial General Liability of at least $600,000 per occurrence naming TxDOT as Additional Insured; and Commercial Automobile Insurance with minimum $600,000 combined single limit. All responses must include the Execution of Bid, Texas Family Code Schedule certification, and Vendor Qualifications and Experience Schedule. Award will be based on lowest price and ability to meet specifications, considering best-value factors including life cycle costs, quality, delivery terms, past performance, and financial capability. The tentative award date is August 11, 2026.
