About this opportunity
Seminole County Board of County Commissioners is soliciting external auditing services through Request for Proposal (RFP-5180-26/GCM), with a submission deadline of April 8, 2026, at 2:00 p.m., and a questions deadline of March 30, 2026, at 5:00 p.m. The County seeks qualified Certified Public Accountant (CPA) firms to audit financial statements for the Board of County Commissioners and five Constitutional Officers for fiscal years ending September 30, 2026, 2027, and 2028, with optional extensions for fiscal years 2029 and 2030. Key deliverables include audit reports on fair presentation of financial statements, reports on internal controls and compliance, management letters, and any additional attestations required by federal or state regulations, with entrance conferences required by July 31 of each audit period, fieldwork completion by March 1 following the audit period, and financial statement submission by January 31 of the following year. Proposals will be evaluated on audit approach (30 points), qualification and experience of the audit firm (25 points), qualification and experience of the audit team (25 points), and price proposal (20 points). Proposers must be fully licensed and certified CPAs in Florida at the time of submittal and must maintain comprehensive insurance coverage including Workers' Compensation (statutory limits), Commercial General Liability ($1,000,000 each occurrence), Business Auto Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000 each occurrence), and Cyber Liability & Technology E&O ($1,000,000 each occurrence).
The RFP does not specify any set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprises. No incumbent vendors or current contractors are identified in the solicitation documents. Compensation is structured on a fixed-fee, all-inclusive basis, with proposers required to submit detailed fee schedules showing hourly rates by staff level and associated hours, with all reimbursements and out-of-pocket expenses counted toward the total maximum price. The County will accept submissions electronically through its e-Procurement Portal, with a public opening conducted via Microsoft Teams on April 8, 2026. The County reserves the right to reject all proposals, make multiple awards, conduct interviews and presentations, and verify proposer qualifications and financial capability prior to award. While specific budget ranges are not disclosed in the RFP documents, the contract includes a three-year initial term with the option for two successive one-year renewals and an additional one-year extension by mutual agreement, contingent on fund availability, and all pricing must be submitted on Exhibit C with separate all-inclusive cost quotations for each of the five potential audit years.
