Services must be culturally responsive, trauma-informed, and designed to promote long-term self-sufficiency. Required service categories include outreach, needs assessment, direct services across 15 categories, and minimal direct financial support to clients. Any data or system access falls under Appendix J privacy and data security terms, which require breach notification within 48 hours of discovery.

Funding is approximately $250,000 per year from local funds, which may increase or decrease based on funding availability and the number of responsive proposals. Nonprofit proposers submit a flat annual budget for evaluation, and the agency adds Cost of Doing Business escalators after award, with no entitlement to adjustments. The RFP sets the term at January 1, 2027 through June 30, 2031, subject to annual fund availability and satisfactory performance, with up to three months of extension for client transition. The Form G-100 grant agreement references automatic renewal for up to three one-year terms, and the attached budget template lists July 1, 2026 through June 30, 2030. Evaluation is weighted 100 percent on bid price, with evaluation and notice of award both anticipated in December 2026.

Written questions are due November 12, 2026 at 3:00 p.m. PT to Elizabeth Leone at HSARFP@sfgov.org. Submissions go to 1650 Mission Street, 3rd Floor, San Francisco, California 94103. One file references a November 28, 2026 due date, while the posted closing is November 23, 2026 at 3:00 p.m. PST.
