About this opportunity

The City and County of San Francisco Adult Probation Department is requesting proposals for program evaluation and training services to certify Batterers' Intervention Programs under California Penal Code Sections 1203.097 and 1203.098, with proposals due November 16, 2026 at 5:00 p.m. and a pre-proposal conference call scheduled for October 21, 2026 at 11:00 a.m. PDT. Small and Micro Local Business Enterprises certified by the Contract Monitoring Division are eligible for a 10% rating bonus; no LBE subcontracting participation requirement applies because the contract value falls below the minimum competitive amount.

Proposers must demonstrate at least two years of experience within the last five years performing BIP compliance audits and developing BIP facilitator training. The scope requires conducting up to 30 audit-related visits annually to BIP programs, including unannounced visits; certifying new BIP providers and assessing renewal applications; developing corrective action plans; providing technical assistance on domestic violence prevention and intervention best practices; preparing annual audit reports with findings and recommendations; and designing and facilitating eight hours of shelter-based training annually for approximately 40 BIP facilitators and APD Probation Officers.

The total contract value is $40,000 for the initial two-year term (November 1, 2026 through October 30, 2028), with all travel and expenses included in this fixed price. The City retains an option to renew for an additional three years at its sole discretion. Pricing proposals are evaluated on a pass/fail basis. The written proposal is scored across three sections: Qualifications Summary (20 points), Project/Program Narrative (60 points), and Project Team/Capacity (20 points). Proposers must hold commercial general liability insurance of at least $1 million per occurrence and workers' compensation insurance with employers' liability limits of at least $1 million. Contractors subject to the Health Care Accountability Ordinance and Minimum Compensation Ordinance must complete and submit compliance declarations. Written questions are due October 23, 2026. A Notice of Intent to Award is anticipated for November 30, 2026, followed by a three-business-day protest period.
