About this opportunity
The Town of West Springfield, Massachusetts, Department of Public Works, is requesting sealed bids for removal and replacement of hazardous-location lighting systems at three wastewater pump stations, with bids due November 6, 2026 at 10:00 a.m., and a pre-bid walkthrough scheduled for October 21, 2026 at 9:00 a.m. Bidders must hold DCAMM certification in the electrical category — the primary eligibility filter.
The scope encompasses demolition and safe disposal of existing explosion-proof fixtures and emergency lights; installation of new conduit, raceway, and electrical systems; furnishing and installation of six new explosion-proof LED lighting fixtures and fifteen emergency lighting fixtures and exit signs; and testing, commissioning, and project closeout. All work must be completed by April 30, 2027, with liquidated damages of $500 per day for schedule overruns. Contractors must be licensed Massachusetts electrical contractors with a minimum of five years' experience performing commercial or industrial electrical work in hazardous-location environments, including wastewater treatment facilities. All employees must complete a 10-hour OSHA construction safety course before work begins and provide certified payroll documentation weekly. The project is subject to Massachusetts General Laws Chapter 149 prevailing wage requirements.
The project budget is $300,000. The contract will be awarded to the lowest responsive and responsible bidder within thirty days of bid opening. Bids must remain firm for sixty days following opening. Bidders must submit a bid deposit equal to five percent of the base bid as a certified check, treasurer's check, or bid bond from a licensed surety. The successful contractor must provide payment and performance bonds equal to 100 percent of the contract price, along with workers' compensation and public liability insurance. Written questions are due by 4:00 p.m. on October 28, 2026. Sealed bids may be submitted electronically through BidNet Direct or physically to the Town's Legal Department.
