About this opportunity
The Utah Division of Purchasing has published a Notice of Intent to Award Contract Amendment 3 to Existing Contract 236291 without competitive procurement, with a challenge period closing July 29, 2026.
The procurement is for TeamMate FedRAMP-licensed software and hosting subscription services provided through the National Association of Insurance Commissioners (NAIC) by Wolters Kluwer, to support the Utah Insurance Department's Financial Regulation Examination Division in conducting and documenting insurance company examinations and analyses. The vendor is identified as the sole source for this FedRAMP-licensed procurement item.
The estimated contract value for Amendment 3 is $71,700. The original contract (236291, Solicitation Number JK23-26) was awarded at $60,850; the contract total currently stands at $108,300 and will increase to $180,000 upon execution of this amendment, representing a 66 percent increase from the original contract value. The increase reflects expanded quantity of products and services. Delivery terms are F.O.B. Destination, Freight Prepaid.
The Division of Purchasing is evaluating the sole-source justification submitted by the conducting procurement unit (the Utah Insurance Department). Under the Utah Procurement Code, the Division may award without standard competitive process only if it determines in writing that one of three conditions applies: there is only one source available; transitional costs are a significant consideration; or award through standard procurement is impractical and not in the state's best interest. Interested vendors may submit challenges with documentation demonstrating competing sources or comparable alternatives during the notice period. If the sole-source basis is upheld and no valid challenges are received, the contract will be awarded without further competition. All respondents must certify compliance with Utah Code 63G-27 et seq., confirming they are not engaged in economic boycotts or boycotts of the State of Israel.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
