About this opportunity

The Virginia Department of Forestry is requesting bids for pre-harvest herbicide treatment of non-native invasive species on approximately 45 acres in Wythe County, with proposals due June 30, 2026. This is a federally funded contract subject to Uniform Guidance (2 CFR Part 200), requiring submission of UEI (Unique Entity ID) for federal debarment verification.

Contractors must hold a current and valid Virginia Pesticide Applicator's License and demonstrate at least two years of successful experience treating Virginia invasive species, supported by references on the Vendor Data Sheet. The work encompasses two treatment areas: Area #1 (approximately 29 acres of roadsides within 50 feet of specified roads) and Area #2 (approximately 15 acres adjacent to roads and a decommissioned forest service road, including a field and forest compartment). Contractors must treat 13 specified invasive species—including Tree of Heaven, Princess tree, Bradford-Callery pear, Autumn-olive, Multiflora rose, Chinese privet, and various honeysuckle species—achieving a 95% mortality rate using basal bark herbicide applications. The U.S. Forest Service will provide all required chemicals; contractors are responsible for herbicide security, transportation, storage, equipment cleaning, spill prevention and cleanup, and final site cleanup. All work must be completed by October 1, 2026, with inspections conducted two weeks after application.

Bidders must submit separate per-acre and total prices for each treatment area on an all-inclusive basis covering labor, mobilization, equipment, and supplies. Payment is made upon inspection confirmation that the 95% mortality rate has been achieved. Awards will be made to the lowest responsive and responsible bidder. Site visits are encouraged; contact Ed Stoots at (540) 492-0152 or Zach Olinger at (276) 237-8651 to schedule. Contractors must register in the eVA Internet e-procurement portal and comply with Commonwealth of Virginia insurance, anti-discrimination, and drug-free workplace requirements. Bid acceptance period is 60 days.
