The procurement requires contractors to install approximately 2,342 linear feet of new 42-inch welded steel transmission main pipe, replace 2,400 linear feet of existing 16-inch distribution main with ductile iron pipe, install associated appurtenances including butterfly valves, air release and vacuum valve assemblies, fire hydrants, and service connections, and complete restoration work comprising asphalt and concrete repairs, curb and gutter reconstruction, and landscaping modifications. Additional deliverables include relaying sewer and storm pipelines as necessary, providing traffic control with signs and message boards, flushing and testing all new pipelines, installing and testing a cathodic protection system, and coordinating with other contractors and City of Eugene requirements. Qualified general contractors must demonstrate significant experience including successful completion of at least two welded steel potable water pipelines 36 inches or larger (1,000+ feet) within ten years, three ductile iron water pipeline installations 8 inches or larger within five years, and three pipeline projects involving live sewer modifications; the proposed construction superintendent must have been superintendent on at least two welded steel pipelines, three storm drain projects, and three ductile iron installations within ten years and must be present on-site full-time during all construction activities. Any proposed welding subcontractor must have successfully completed at least three welded steel pipelines of 36+ inches diameter and 1,000+ feet length within five years. The bid closing date was May 7, 2026, at 2:00 PM Pacific Time, with electronic submission required through the OregonBuys website; Board approval is anticipated for June 2, 2026, with an estimated Notice to Proceed date of June 12, 2026. Substantial Completion is required by March 5, 2027, and Final Completion by April 9, 2027, with work to commence within 30 calendar days of the Notice to Proceed. Award will be made to the lowest responsive and responsible bidder based on total bid price across all 43 line items, with a 10 percent bid bond required for bids exceeding $100,000 and performance and payment bonds of 100 percent subsequently required.
All bidders must be registered with the Oregon Construction Contractors Board (CCB) and comply with prevailing wage requirements under ORS 279C.800-279C.870 and Oregon Bureau of Labor and Industries (BOLI) wage rates; the contractor must maintain a drug-testing program for all subject employees and require similar compliance from subcontractors. EWEB encourages participation from minority-owned, woman-owned, and emerging small businesses and maintains Equal Employment Opportunity and Affirmative Action requirements for all contractors and subcontractors. Two bids were received by the May 7, 2026 deadline: Emery & Sons Construction bid $5,529,252.00, and Pacific Excavation bid $5,687,902.00, with both bidders completing all required submission documents including the Bid Form, Minimum Qualifications Form, Bid Bond, First Tier Subcontractor Form, and signed addenda. The project incorporates geotechnical investigation findings from January 2018 that identified subsurface conditions consisting of pavement, base rock, residual soil, and primarily silty sandstone bedrock at varying depths, with rock quality ranging from extremely weak to weak-to-medium strong and unconfined compressive strength values between 893 and 4,504 psi. The contractor must coordinate with and comply with all communication, safety, and restoration requirements established by both the City of Eugene and City of Springfield.
