About this file
This Addendum No. 1 document modifies the bidding requirements for Invitation to Bid (ITB) 26-083-PW issued by Eugene Water & Electric Board (EWEB) for the E. 23rd Avenue transmission main extension and distribution main replacement project in Eugene, Oregon. The project involves extending an existing 42-inch steel transmission main and replacing a 16-inch distribution main between Alder Street and Emerald Street. The bid opening is scheduled for Thursday, May 7, 2026, at 2:00 PM PT at EWEB's Roosevelt Operations Center. The addendum addresses fourteen questions and answers that clarify specifications, valve types, pipe sizes, pay item boundaries, material components, and service line locations identified during plan reviews. Notable clarifications include confirmation that the existing butterfly valve is 30 inches, not 36 inches; that a 42-inch by 30-inch reducer is correct; that only two 8-inch combo air valves are required despite three access vaults; and that tracer wire is not required on 42-inch steel piping. The substantial completion date is March 5, 2027, and final completion is April 9, 2027, with work to commence within 30 calendar days of the Notice to Proceed. The revised Bid Form (Section 00400 - Revision 1) has been updated with corrected quantities for service line items and replaces the original bid form entirely.
The bid submission requires a complete package including the signed Bid Form, acknowledgment of addenda, Minimum Qualifications Form, Bid Bond (for contracts over $100,000), and First Tier Subcontractor Form combined into a single PDF. Bidders must be registered with the Oregon Construction Contractors Board and provide evidence of resident or non-resident status for preference purposes. Bid security of 10 percent of the total bid amount is required, with performance and payment bonds at 100 percent required upon contract award. The Bid Schedule encompasses multiple project phases including mobilization, transmission main work, distribution water main installation, restoration, and storm drain/sewer work, with unit prices and lump sum items ranging across 43 line items. EWEB encourages participation from minority-owned, woman-owned, and emerging small businesses and maintains Equal Employment Opportunity and Affirmative Action requirements for all contractors and subcontractors. Prevailing wage requirements apply to the project, and bidders are required to comply with Oregon Revised Statutes sections related to prevailing wages and public contracting standards.

ADDENDUM #1
E. 23rd Ave – Alder St. to Emerald St. 42-inch Transmission Main Extension and 16-inch Replacement
ITB 26-083-PW
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
Questions and Answers:
1) Sheet C110 Key note #4 calls out a 42 x 36” reducer. The reducer on the existing is called out as a 36 x 30”.
Which is the correct size of the existing butterfly 36” or 30”?
a. The note should say 42”x30” reducer, the existing butterfly valve is a 30”.
2) Where does the pay item for the 16” DI bid item (Item 18 in Bid Schedule 1C) stop, and the pay item for the Tie in to existing (Item 11 and 13 in Bid Schedule 1B) start, on sheet C110 and C112?
a. All the 16” DI pipe shown will be paid for under bid item 18 in the Bypass details C110 and C112, all other work necessary will be paid for under bid items 11 and 13.
3) I found 3 each pipe access vaults ( item 16 in Schedule 1B) but only 2 each 8” Combo Air valves shown (Item 15 in Schedule 1B) on plan sheets C7 and C12 will all the vaults have Air Valves? If not is the pay item for the vaults, only the concrete vault and manhole cover and the pay item for the Air valves is for the piping and valves at the vaults? Did I miss an air valve on the plans
a. There are only 2 8” combo air valves, see the adjusted bid item quantity in the Revised Bit Form included in this addendum 1. The bid item for access vaults is the vault, manhole, anything in the manhole and materials necessary to build it, beyond the vault is paid under bid item 15 combo air valves.
4) There is a pair of vertical lines shown at the manhole pipe penetration on detail BD sheet C131. Is that supposed to be a kor n seal boot something else
a. Just grout is necessary for the pipe penetration.
5) Detail AC on sheet C111 shows 2 each 42 x 12” flanged tees. It appears these are steel tees since the insulation joint is on the branch of the tees. Are these steel tees?
a. Correct, the note should be a 42”x12” STL tee.
6) Is tracer wire required on the 42” steel piping?
a. No tracer wire on the 42” steel piping is required.
7) Connection Detail A on sheet C1 note 9 lists a 16” MJ gate valve. All the other 16” valves are butterflies. Will a gate valve be required in this location?
a. The note should show it as a 16” butterfly valve.
8) The blow off detail WC50 says it only goes up to 12”. Both 16” blow off’s reference the same detail. Are they supposed to be configured the same way and will 16” gate valves be required on the blow offs?
a. The locations it shows a 16” blowoff on sheets C1 and C12 should be installed with a 16”x12” reducer to the blowoff shown on detail WC50.
9) The only 6” ductile iron pipe I could find was on the fire hydrant runs. The measurement and payment section of the specifications calls for the 6” laterals less than 20’ to be paid for under the fire hydrant bid item. All of these laterals are less than 20’ long. Is the 6” lateral pipe paid for under the fire hydrant bid item or the 6” ductile iron bid item?
Rev 4-21-20
a. This is paid under the fire hydrant assembly bid item 22 up to 20 feet, anything beyond that is paid under 6” DI pipe bid item 21. Bid item 21 is a as needed bid item for these cases.
10) I could not locate the 2” and 1 ½” water services (Item 23 & 24 in Bid Schedule 1C) on the plans. Can you tell me where I would find these?
a. The 2” service is on sheet C6 where the note shows “Existing 2” water service to church”. Note 13 at that location should show to install a 2” service. The 1.5” service is on sheet C9, in front of 2323 University St.
11) This is more just information for you 1” long service (Item 25 in Bid Schedule 1C) I only found 1 each of this item on the plans. 5/8” long service (Item 27 in Bid Schedule 1C) I found 9 each of this item. 5/8” short service (item 28 in Bid Schedule 1C) I found 16 each of this item
a. Bid items 25-28 have been updated in the revised bid form attached to this Addendum. Contractor to provide 5/8” bushings as necessary to connect to the existing services.
12) Does item 38 & 39 in Schedule 1E pay for the locations called out to “Relay Sewer Pipe with PVC AWWA C900…” noted on plan sheets C1 through C12? If these locations are not paid for under those bid items what bid items are they paid for under?
a. Correct.
13) Is the 8” sanitary sewer piping shown on sheet C13 to be installed by the contractor on this project? The
GENERAL NOTE says WORK COMPLETED BY OTHERS. If it is to be performed by the contractor on this project then what bid item pays for the pipe and the drop manholes?
a. This sheet is provides for reference as the project was completed as of last year.
14) There is a bid item for PCC Street Restoration but the trench section only shows asphalt replacement on sheet
C100. Will a trench section with PCC Street Restoration be added?
a. On 23rd from Alder to Kincaid st and the emerald st intersection is currently concrete and will need to be replaced with concrete after trenching is complete.
15) The standard City of Eugene Drawings for PCC Street Restoration, C-142 and C-143, both show a concrete thickness of “T”. Will EWEB be telling us what the value of “T” is?
a. The PEPI permit for this project is not currently available but will be provided prior to construction. All work shall comply with City of Eugene Public Improvement Design Standards Manual and City of Eugene Standard Specifications for Construction and Standard Drawings unless otherwise noted or superseded
