About this opportunity
The University of Central Florida Center for Community Schools is requesting proposals under ITN 2025-14OCSA for design and implementation of a comprehensive, five-year evaluation of Florida's Community Partnership Schools model, with proposals due July 13, 2026 at 3:00 p.m. EST via UCF's Bonfire Web Portal.
The selected supplier will conduct a rigorous, mixed-methods study assessing the effectiveness of the Community Partnership Schools strategy across a statewide network currently comprising 50 sites, with potential growth of up to 10 sites annually during the evaluation period. Deliverables span five years: Year 1 focuses on comprehensive evaluation plan development and data-infrastructure establishment; Years 2–4 involve ongoing mixed-methods data collection, continuous improvement processes, quarterly progress reports, and annual evaluation reports; Year 5 encompasses longitudinal analysis, a final statewide evaluation report, strategic recommendations, and dissemination products. The work must generate actionable insights for site, district, and state-level decision-making while evaluating UCF CCS's role in supporting implementation and certifying partner sites. Respondents must demonstrate relevant experience with community school models, place-based multi-stakeholder initiatives, integrated student supports, and cross-sector partnerships.
The contract runs from September 1, 2026 through August 31, 2031, with potential renewal options not to exceed 5 years or twice the original term, whichever is longer. Proposals must be fixed-fee covering all five years, with itemized billing rates for personnel and clearly identified deliverables and progress payments. The University will not reimburse travel, meals, or lodging expenses. Evaluation criteria are weighted as follows: experience and qualifications of the proposer (20 points), project staff qualifications and experience (20 points), overall responsiveness to scope and project approach (30 points), overall pricing (20 points), and conformance to ITN requirements (10 points). Written inquiries are due June 17, 2026 at 5:00 p.m. EST. Respondents must provide proof of insurance including general liability ($1 million per occurrence / $2 million aggregate) and workers' compensation, and comply with Florida background-check, E-Verify, public-records, and export-control requirements.
Opportunity text
The objective of this Invitation to Negotiate (ITN) is to enable the University of Central Florida Center for Community Schools (UCF CCS) on behalf of the University of Central Florida (UCF) to enter into an agreement with a Supplier to design and implement a comprehensive, multi-year study to assess, evaluate, and strengthen the implementation and effectiveness of the Community Partnership Schools (CPS) strategy across Florida. Over a five-year period, the selected supplier will partner with UCF CCS and its nonprofit, school district, and community stakeholders to evaluate the effectiveness of the Community Partnership Schools (CPS) model as it is implemented and sustained across a growing statewide network. CPS schools currently consist of 50 sites, with the potential to increase in total number of sites during the evaluation time period (if an increase occurs, it is anticipated to be no more than 10 sites per year). This work will be grounded in continuous improvement, capacity-building, and the generation of actionable insights to inform policy, practice, and decision-making at the site, district, and state levels, while also evaluating the contribution of the UCF Center for Community Schools in elevating the field, supporting implementation, and certifying partner sites. The selected supplier will propose and execute a rigorous, adaptable evaluation approach that incorporates mixed methods (qualitative and quantitative), iterative data collection, and alignment with federal and state performance monitoring and continuous improvement requirements. The approach must balance methodological rigor with practical application, ensuring findings are timely, relevant, and directly inform ongoing implementation. Through this partnership, UCF CCS seeks to strengthen the quality, consistency, and impact of the CPS model of community schooling across Florida, while building a robust evidence base to demonstrate effectiveness, inform scale, and support long-term sustainability.
