The Texas Department of Criminal Justice (TDCJ) is requesting proposals for a door control and monitoring system replacement at the Estelle Unit Expansion Cell Block in Huntsville under RFP 696-FD-27-P001, with proposals due October 26, 2026, at 3:00 p.m. Central Time and a pre-proposal site visit on September 28, 2026. A mandatory VetHUB subcontracting goal of 3.00% applies across all categories; all responding vendors must submit a completed Subcontracting Plan demonstrating good faith effort to recruit Texas Comptroller-certified Veteran Heroes United in Business vendors or face non-responsive status.
The scope encompasses full design, procurement, delivery, installation, integration, and commissioning of a remotely controlled and monitored door, intercom, and lighting control system for a high-security correctional facility. Deliverables include operator workstation hardware and SCADA HMI software with new graphics, active-failover redundant servers with virtualized machine software, PLC and Remote-IO panels with monitored power distribution, a digital intercom system with distributed controllers and modules, fiber optic Ethernet/IP network backbone infrastructure, uninterruptible power supply units for each PLC segment, and redeveloped software for door reporting integrated with TDCJ's IP camera CCTV system. All work must comply with prevailing wage requirements under the Davis-Bacon Act, with separate wage schedules for work outside and within five feet of the building line. Construction shall be phased to maintain occupancy requirements and operational services outside work areas. Contractors and all employees must undergo criminal background checks and comply with strict facility security protocols, including prohibitions on weapons, controlled substances, contraband, and inmate contact; tool inventory and control procedures for Class A tools apply.
The estimated contract value is $6.52 million lump sum, separated into materials incorporated into the realty, labor costs, and overhead and profit. The contract performance period is 365 days commencing upon Notice to Proceed, with mobilization within 30 days and work commencement within 45 days. Liquidated damages are assessed at $470.00 per available day of delay. Performance and Payment Bonds are required within 14 days of award, with a 5% bid deposit. Questions are due October 5, 2026, at 3:00 p.m.; the original September 24 deadline was extended via Amendment A-001. The contract specialist is Richard Daniel, (936) 437-3827, with Amanda Kramer as secondary contact, (936) 437-3848.
