About this opportunity

The State of Georgia, specifically Calhoun County, is soliciting bids for the Esplanade Blvd. (Phase IA Access Rd.) Project, a comprehensive roadway construction initiative. The procurement involves constructing approximately 834 linear feet of a 4-lane urban divided roadway with raised median and turn lanes, including multiple critical infrastructure components. Specific deliverables include stormwater management facilities, storm drainage systems, cart paths, sidewalks, handicap ramps, roadway striping and signage, landscape and hardscape elements, and utility improvements such as water main, force main, and gravity sanitary sewer systems. Sealed bids will be received until 3:00 PM EST on June 5th, 2025, at City Hall located at 418 Osborne St., St. Marys, GA 31558. The contract duration is set at 180 consecutive calendar days from the Notice to Proceed, with bidders required to submit one original and two copies of bid documents in a sealed envelope. A mandatory Bid Bond of at least 5% of the total contract amount is required, and the city will select the most responsive and responsible bid at its sole discretion.

The procurement process emphasizes opportunities for disadvantaged business enterprises and adheres to Title VI of the Civil Rights Act, prohibiting discrimination in contracting. Bidders are cautioned that unauthorized contact with staff or elected officials may result in disqualification, and all communications must be in writing. Potential vendors can obtain project specifications from the city's website and must direct any questions to Public Works Director Bobby Marr by May 29th at 12:00 PM. While specific budget ranges are not explicitly stated, the comprehensive nature of the project suggests a significant infrastructure investment. The City of St. Marys reserves the right to reject any or all bids and to re-advertise the project, maintaining flexibility in the procurement process. Interested contractors should carefully review all documentation and ensure compliance with local, state, and federal regulations governing public infrastructure projects.
