About this opportunity

The Oregon Department of Transportation is requesting competitive quotes for ceiling installation at the Prineville Maintenance Station Storage Building, with quotes due July 6, 2026 and a voluntary pre-quote conference on June 25, 2026 at 10:00 a.m. This procurement is restricted exclusively to COBID-certified Emerging Small Businesses under Oregon's ESB Assistance Program — a hard set-aside that governs eligibility for award.

The scope is a lump-sum installation of a new ceiling system including framing, metal panels, attic access, attic ventilation, and miscellaneous items at 3571 NE 3rd Street, Prineville, Oregon 97754. Work encompasses selective demolition, rough carpentry framing using No. 2 or better Douglas Fir dimension lumber, manufactured metal ceiling panels with 0.75-inch ribs at 9-inch centers with hot-dip galvanized steel G90/Z275 coating and silicone-modified polyester exterior finish (color selected by the Project Manager), and fixed extruded-aluminum louvers meeting AMCA 500-L performance standards based on Greenheck ESJ-401 design with insect and bird screening and 5-year special finish warranty. The contractor must perform at least 51 percent of labor using its own workforce.

Substantial completion is required by October 15, 2026, and final completion by November 2, 2026, with liquidated damages of $100 per calendar day for delays beyond the substantial completion date. Work hours are limited to 6:00 a.m. to 5:00 p.m. Monday through Friday. Prevailing wage requirements apply because the estimated contract price exceeds $50,000; rates are established by the Oregon Bureau of Labor and Industries for Crook County, BOLI Region 10, effective April 5, 2026. The contractor must be licensed with the Oregon State Construction Contractors Board and file a Public Works bond prior to commencing work. Award is made to the responsible offeror submitting the responsive quote with the lowest total price. Quotes must be submitted electronically through OregonBuys. The Project Manager is Jesse Powning (Jesse.POWNING@odot.oregon.gov, 541-233-6762). Requests for clarification or substitution approvals are due seven calendar days prior to closing.
