About this opportunity

The Oregon Department of Transportation is requesting competitive quotes for exterior building repairs at its East Portland Maintenance Station (5315 NE 101st Avenue) and Powell Boulevard Stockpile site (SE Powell Boulevard and I-205 interchange), with quotes due August 12, 2026 and a voluntary pre-quote conference on August 5. This procurement is restricted exclusively to contractors certified as Emerging Small Businesses (ESB) by Oregon's Certification Office for Business Inclusion and Diversity (COBID).

Offerors must be licensed with the State Construction Contractors Board (CCB) and maintain a Public Works bond filed with the CCB before starting work. The scope encompasses deferred maintenance including paint and surface repairs, gutter and downspout replacements, deteriorated trim replacement, weather seal replacement on overhead doors, door frame repairs, and rust and rot remediation across multiple buildings at both sites. Four additional alternates are available for optional scope expansion. A 2015 Hazardous Building Materials Survey identified lead-based paint on the metal siding of the East Portland Maintenance Station office building, which contractors must address per applicable regulations; the complete survey is attached as a reference document.

Substantial completion is required by October 14, 2026, with final completion by October 30, 2026. Work must occur weekdays between 7 a.m. and 5 p.m., excluding weekends and state holidays unless approved. The project is subject to Oregon Bureau of Labor and Industries prevailing wage rates for Multnomah County (Region #2, effective July 5, 2026). The contractor must provide a one-year warranty on workmanship and applicable equipment warranties, as-built drawings with marked utility locations, operations and maintenance manuals, and certification that all subcontractors and suppliers have been paid in full.

Offerors must demonstrate a record of satisfactory performance on three similar projects completed within the last three years. Award will be made to the responsible, responsive offeror submitting the lowest total quote price. Quotes remain firm and binding for a minimum of 30 calendar days from closing. Liquidated damages of $300 per calendar day apply for failure to meet the substantial completion date. Requests for clarification must be submitted to the Single Point of Contact no later than seven calendar days prior to closing.
