About this file

This is a Statement of Work for the Oregon Department of Transportation (ODOT) outlining exterior building repairs at two facilities: the East Portland Maintenance Station located at 5315 NE 101st Avenue, Portland, OR 97220, and the Powell Boulevard Stockpile site at the southeast corner of SE Powell Boulevard and I-205 interchange, Portland, OR 97266. The project addresses deferred maintenance needs identified in facility assessments, including paint and surface repairs, gutter and downspout replacements, deteriorated trim replacement, and other building envelope issues. Work items are organized across two main sites with multiple buildings requiring specific repairs, such as replacing weather seals on overhead doors, repainting exterior surfaces, replacing gutters and downspouts, repairing door frames, and addressing rust and rot damage. Four additional alternates are included for optional scope expansion. Substantial completion is required by October 14, 2026, with final completion no later than October 30, 2026. Work shall be performed on weekdays between 7 a.m. and 5 p.m., excluding weekends and state holidays unless otherwise approved. The ODOT Project Manager is Jorge Ojeda, and contractors must contact him at least ten business days prior to work commencement to schedule activities. Contractors are encouraged to conduct site visits prior to bidding and must submit requests for clarification in writing before installation.

The project is subject to BOLI Prevailing Wage Rates, requiring contractors to provide weekly Certified Payroll Reports for the general contractor and all subcontractors as a prerequisite for progress payment approval. Contractors are responsible for obtaining any required permits, providing their own sanitary facilities and temporary utility connections, and managing site cleanup and debris removal. The contractor must provide a one-year warranty on all workmanship and applicable equipment warranties. A Hazardous Building Materials Survey from 2015 identified lead-based paint on the metal siding of the East Portland MS Office building, which contractors must address in accordance with applicable regulations. Final completion requirements include submission of as-built drawings with marked utility locations, operations and maintenance manuals, equipment information, and certification that all subcontractors and suppliers have been paid in full. Water and electrical power services are available from the premises without charge; however, ODOT will not provide disposal facilities, dumpsters, or security for contractor materials and equipment.
