About this opportunity

The Oregon Department of Transportation is requesting competitive quotes for paving at the ODOT District 2C Maintenance Yard in Estacada under RFCQ S-73000-00017277, with quotes due July 23, 2026 and a mandatory pre-quote conference on July 13, 2026 at 1:00 p.m. at the project site; attendance by an authorized representative is required, and quotes from non-attendees will be rejected as non-responsive. This procurement carries a restrictive set-aside: only contractors certified as Emerging Small Businesses (ESBs) by the State of Oregon's Certification Office for Business Inclusion and Diversity (COBID) are eligible for contract award.

The scope is a 4-inch asphalt concrete pavement overlay in two equal lifts at Level 3 specification, comprising 675 tons of material installed across the yard at 2225 NW Campus Drive, Estacada. The bid structure includes two line items: mobilization (lump sum) and Level 3, 1/2-inch asphalt concrete pavement (675 tons). The contractor must provide final grading of aggregate prior to paving, submit an approved ODOT asphalt mix design seven days before the pre-construction meeting, and achieve a minimum compaction requirement of 91 percent of Maximum Asphalt Mix Density. Rejected material must be replaced at no additional cost. Work is limited to weekdays from sunrise to sunset, excluding holidays unless approved by the project manager.

Substantial completion is required by September 30, 2026, with final completion by October 15, 2026. Liquidated damages are assessed at $600 per calendar day for delays beyond substantial completion. All work is subject to Oregon prevailing wage requirements for Clackamas County BOLI Region 2, effective July 5, 2026. Bidders must hold a current Oregon Construction Contractors Board license, provide bid security equal to 10% of total bid amount, demonstrate financial capability, and provide evidence of satisfactory performance on similar projects completed within the last three years. Quotes must remain firm and binding for a minimum of 30 calendar days from the closing date. Performance and payment bonds, each equal to 100% of the awarded contract price, are required before commencing work.
