About this opportunity
The Oregon Department of Transportation (ODOT) is requesting competitive quotes for the ESB 2026 I-5: NB Exit 86 Fence Upgrades Project in Douglas County, with quotes due June 10, 2026 — a solicitation restricted to Emerging Small Business (ESB) certified contractors as defined by the Oregon Certification Office for Business Inclusion and Diversity (COBID). This is a decision-flipping set-aside; only ESB-certified vendors are eligible.
The scope includes removal and disposal of approximately 1,200 linear feet of existing Type 2 fence and associated vegetation adjacent to the Interstate 5 northbound on-ramp at Exit 86 near Quines Creek, and furnishing and installation of new Type 2 fence to connect to existing wood end posts at the northeastern end along Eakins Road. Work includes temporary work zone traffic control. All labor, materials, transportation, equipment, and incidental services are included. The project is governed by the 2024 Oregon Standard Specifications for Construction and the 2026 ODOT Temporary Traffic Control Handbook.
Substantial completion is required by September 30, 2026, with final completion by October 30, 2026. Liquidated damages of $50.00 per calendar day apply for each day the project remains incomplete after the substantial completion date. The contractor must provide performance and payment bonds equal to the contract price and maintain Commercial General Liability insurance with minimum limits of $1 million per occurrence and $2 million annual aggregate.
ESB contractors must perform at least 51 percent of the labor using their own workforce per ORS 200.170(3). All offerors must be registered Oregon Secretary of State vendors with active Construction Contractors Board licenses. Quotes must be submitted electronically through OregonBuys; the quote is a firm offer valid for a minimum of 30 calendar days from closing. Award will be made to the responsible offeror submitting the lowest responsive quote price. ODOT's Contract Administrator is Blake Howren (541-315-1943, Blake.W.Howren@odot.oregon.gov) in Roseburg. Questions are due seven calendar days prior to closing. No public opening or pre-quote conference will be held.
