About this file

This is a Special Provisions and Specifications document for the ESB 2026 I-5 NB Exit 86 Fence Upgrades Project issued by the Oregon Department of Transportation (ODOT). The project involves the removal and disposal of approximately 1,200 linear feet of existing Type 2 fence and associated vegetation located adjacent to Interstate 5 NB Exit 86 on-ramp at Quines Creek, with subsequent furnishing and installation of new Type 2 fence per Section 01050 specifications. The new fence will connect to existing wood end posts at the northeastern end near the bridge over Quines Creek along Eakins Road. The project scope also includes temporary work zone traffic control maintenance and incidental work as directed. ODOT Project Manager Blake Howren (Blake.W.Howren@odot.oregon.gov) serves as the primary contact for general project information. The work must comply with the 2024 Oregon Standard Specifications for Construction and the 2026 ODOT Temporary Traffic Control Handbook for operations of three days or less.

Contractors must submit a Traffic Control Plan and Temporary Pedestrian Accessible Route Plan for approval by the ODOT Project Manager before commencing work. The contractor is responsible for confirming with the project manager which portions of existing fence require removal and the final alignment and length of new fence prior to installation. The alignment of new fence may be shifted to avoid vegetation where practicable, though minor clearing may be required to facilitate installation. Contractors must comply with all applicable sections of the Standard Specifications including mobilization, traffic accommodations, temporary traffic control measures, erosion and sediment control, environmental protection, and fence installation specifications. No separate payment will be made for incidental work not specifically identified in the bid schedule.
