About this opportunity

The West Virginia Division of Corrections and Rehabilitation is requesting quotations for equipment, plumbing, and systems maintenance and repairs services at Pruntytown Correctional Center and Jail under ARFQ 0608 DCR2600000133, with bids due July 7, 2026 at 10:30 a.m. EST.

The scope covers preventative maintenance and inspections (bi-annually during regular business hours), corrective maintenance on an as-needed basis, repairs, replacement parts, and installation of new devices and equipment. All technicians must hold a minimum of five years' experience and appropriate licenses, including West Virginia Contractors License, electrician and plumber licenses, and EPA 608 certification for HVAC work. The contractor must maintain 24-hour emergency telephone service and provide all necessary equipment and tools at no cost to the agency.

Work is performed at Pruntytown Correctional Center and Jail, located at 2006 Trap Springs Road, Grafton, West Virginia 26354. The contract is structured as an open-ended master agreement with an initial term (unspecified) and potential renewal for up to four successive one-year periods subject to mutual written consent and approval by the West Virginia Attorney General's office.

Pricing follows a unit-rate structure for labor and materials with a percentage markup applied to replacement parts and materials, as detailed in the pricing exhibit. West Virginia Code provisions regarding Davis-Bacon wage rates, drug-free workplace affidavits, and local labor market hiring requirements apply. A bid bond of 5% of total bid is required at submission; the apparent successful bidder must provide performance bonds, labor and material payment bonds, and a two-year maintenance bond prior to award. Commercial General Liability and Automobile Liability Insurance of at least $1 million per occurrence are mandatory, with the State named as additional insured.

A non-mandatory pre-bid meeting is scheduled June 23, 2026 at 10:00 a.m. EST at the facility. Written questions are due June 30, 2026 at 2:00 p.m. EST to Philip K. Farley, (304) 549-1050 or philip.k.farley@wv.gov. Bids will be opened publicly at 11:00 a.m. EST on July 7 at the Division of Administrative Services in Charleston, West Virginia.
