About this opportunity
The Florida Fish and Wildlife Conservation Commission is requesting competitive bids for ephemeral wetland vegetation restoration at Escribano Point Wildlife Management Area in Santa Rosa County, with sealed bids due September 25, 2026 at 2:00 PM ET, and a mandatory pre-bid conference and site visit on September 9, 2026 at 9:00 AM ET. Subcontracting is not permitted.
Bidders must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening and must provide a minimum of three verifiable references for similar projects. The work involves removing midstory and overstory vegetation from seasonally dry ponds and associated ecotones using a floating excavator across a total eligible acreage of 1,000 acres, with the initial year consisting of approximately 28.42 acres. The project enhances breeding habitat for the federally endangered reticulated flatwoods salamander. All quoted prices must be on a per-acre basis for the initial year and each potential renewal year, exclude federal and state sales taxes, and include all necessary equipment and experienced crew.
The initial contract term runs one year with a completion date of June 10, 2027. The FWC has the option to renew annually for up to three additional years under the same terms and conditions; bidders must submit total bid pricing representing the sum of all four years. The contractor must maintain appropriate insurance coverage, assume all transportation and delivery costs, and comply with Florida law and the Commission's standard purchase order terms and conditions. Liquidated damages of $100 per calendar day apply for project delays.
The anticipated award date is September 29, 2026. Written questions are due September 16, 2026 at 5:00 PM ET, with responses posted by September 18, 2026. The contract is subject to annual appropriation of funds by the Florida Legislature.
