About this file

This is Addendum 2 to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for ephemeral wetland vegetation restoration services at Escribano Point Wildlife Management Area in Santa Rosa County. The addendum addresses four key questions and answers submitted by prospective bidders regarding project specifications and deliverables. Sealed bids for solicitation FWC 26/27-03 are due by 2:00 PM ET on Friday, September 25, 2026, with a mandatory pre-bid conference and site visit scheduled for September 9, 2026 at 9:00 AM ET. The contract involves removing midstory and overstory vegetation from seasonally dry ponds and associated ecotones using a floating excavator across approximately 28.42 acres in the initial year, with potential expansion to 1,000 total eligible acres over the contract term. The initial contract runs one year with a completion date of June 10, 2027, and FWC has the option to renew annually for up to three additional years under the same terms and conditions. The anticipated award date is September 29, 2026.

The addendum clarifies four critical specifications: the FWC declined to add a separate mobilization/demobilization line item and will not modify the price sheet; machines meeting the 1.5 PSI ground pressure requirement may operate within pond basins if necessary, though they should avoid basins when possible; mulched material may remain in place rather than being relocated to designated boundaries; and the FWC will provide treatment area boundaries in shapefile, KMZ, or KML format, with weekly GPS tracking required in GPX or KML files. All quoted prices must be submitted on a per-acre basis for the initial year and each renewal year, exclude federal and state sales taxes, and include all necessary equipment and experienced crew. The contract is subject to annual appropriation of funds by the Florida Legislature, and liquidated damages of $100 per calendar day apply for project delays.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

Will the State consider adding a line item for Mobilization/Demobilization? Due to there being no guarantee of acres per year if the contractor prices these cost over an estimated 26 acres and it ends up being 10 our cost are not covered and on the other hand if 50 acres gets awarded there is an unnecessarily higher price per acre.

ANSWER #1

No. The Commission will not modify the price sheet.

QUESTION #2

Machine access in the pond basin. Scope of Work 7.3 states that every attempt must be made to minimize ground disturbance, "including prohibiting the use of machines in the pond basin," and 4.2 states that no other equipment or vehicles are permitted in the pond basin or ecotones. Commission staff indicated on site that machines meeting the ground pressure requirement are not restricted from the basin. Please confirm whether an approved machine at or below 1.5 PSI may operate within the pond basin, and whether any portion of the treatment area must be treated by hand crews.

ANSWER #2

The machines should avoid the basins if possible, but are able to enter if the machine meets the ground pressure requirement of 1.5 PSI.

QUESTION #3

Mulch placement. Scope of Work 7.2 requires woody vegetation to be scattered in the surrounding uplands a minimum of 25 feet from the pond basin and no closer than 15 feet to any road or fire break. Commission staff indicated on site that material is to be mulched in place with no requirement to move it to the boundary.

Please confirm the required final placement of mulched material.

ANSWER #3

The mulched material can be left in place.

QUESTION #4

Project area data. Please confirm the Commission will furnish the treatment area boundary as a shapefile, KMZ, or KML to the successful bidder, and confirm the file format required for the weekly GPS tracks under 7.6.

ANSWER #4

The Commission will provide a shapefile, KMZ, or KML for the treatment areas. Weekly GPS tracks should be provided in GPX or KML files.
