About this file
This is Addendum 1 to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for ephemeral wetland vegetation restoration services at Escribano Point Wildlife Management Area in Santa Rosa County. The addendum, dated September 11, 2026, notifies bidders of a change in the procurement manager from Martin Ehlen to Elbert Orellana (Elbert.Orellana@MyFWC.com). The underlying solicitation (FWC 26/27-03) requires sealed bids due no later than 2:00 PM ET on Friday, September 25, 2026, with a mandatory pre-bid conference and site visit scheduled for September 9, 2026 at 9:00 AM ET. The project involves removing midstory and overstory vegetation from seasonally dry ponds across approximately 1,000 eligible acres using a floating excavator, with the initial year consisting of approximately 28.42 acres. The work enhances breeding habitat for the federally endangered reticulated flatwoods salamander and is scheduled for completion by June 10, 2027. The FWC holds the option to renew the contract annually for up to three additional years under the same terms and conditions. The anticipated award date is September 29, 2026.
Bidders must submit pricing on a per-acre basis for the initial year and each potential renewal year, excluding federal and state sales taxes, with total bid pricing representing the sum of all four years. All quoted prices must include equipment, experienced crew, and all transportation and delivery costs. Bidders must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening and must provide a minimum of three verifiable references for similar projects. Subcontracting is not permitted. Contractors must maintain appropriate insurance coverage and comply with Florida law and the Commission's standard purchase order terms and conditions. Liquidated damages of $100 per calendar day apply for project delays. Written questions are due September 16, 2026 at 5:00 PM ET, with responses posted by September 18, 2026. The contract is subject to annual appropriation of funds by the Florida Legislature.
